On the morning of January 17, comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council chaired the regular citizen reception conference for January 2025.
Attending the conference were comrades: Nguyen Anh Chuc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Minh Tien, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Tran Nguyen Hien Anh, member of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Commission, Chief of the Provincial Party Committee Office; representatives of the Provincial Fatherland Front Committee, the Provincial People's Council's Legal Committee, the Office of the National Assembly Delegation and the Provincial People's Council, the Provincial People's Committee Office, the Provincial Inspectorate, the Department of Natural Resources and Environment, leaders of the People's Committee of Binh Luc district, Trung Luong commune, etc.
At the conference, citizen Le Van Long (Duy Duong village, Trung Luong commune, Binh Luc district) requested to issue a Land Use Rights Certificate (LURC) to him for the land area that Mr. Pham Dinh Bang (his uncle) bought from the Cau Ho Area Trading Service Cooperative, Trung Luong commune, Binh Luc district.
Specifically, the origin, current status, and land use process are determined as follows: On December 27, 1994, Trung Luong Commune People's Committee organized a bidding to liquidate the No. 1 trading store of the Cau Ho Area Trading Cooperative; Mr. Pham Dinh Bang (Mr. Long's uncle) won the bid to liquidate the property (level 4 house, area 16m2) on a land area of 70m2; the total amount Mr. Bang had to pay was 66,195,399 VND. On February 13, 1995, Mr. Bang submitted a request to Trung Luong Commune People's Committee to hand over to Mr. Long to continue performing the contract with Trung Luong Commune People's Committee and requested the Commune People's Committee to transfer the above contract to Mr. Long's name. Mr. Long built a house and ancillary works on an area of 70m2 according to the bidding minutes dated December 27, 1994 and encroached on additional land area managed by Trung Luong Commune People's Committee to the west of the land plot. Through verification, Mr. Long's household has been stably using the above 70m2 area since 1995. However, according to the planning, the land plot Mr. Long requested to be granted a land use right certificate has about 8m/20.5m in length and is located within the planning of DT496B Road. Mr. Long has not yet fulfilled his financial obligations to the State, so he has not been granted a land use right certificate.
Review process, settlement progress of competent authority: After receiving Mr. Long's request, Binh Luc District People's Committee directed specialized agencies to coordinate with Trung Luong Commune People's Committee to review the documents, organize a conference to agree on a settlement; guide Mr. Long to declare and request a land use right certificate according to regulations.
After listening to the presentation of citizens, the proposed opinions of representatives of units and localities, based on the regulations of the Party and the laws of the State, Secretary of the Provincial Party Committee Le Thi Thuy concluded: Agreed to assign the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to direct the People's Committee of Binh Luc district to coordinate with relevant departments and branches to review the procedures for granting land use right certificates for the land area that Mr. Long is requesting to ensure compliance with regulations. Authorities at all levels will review Mr. Long's financial obligations to the State regarding the land plot for which the land use right certificate is requested.
Mr. Long needs to coordinate with local authorities and relevant agencies to provide complete records and documents, and fulfill obligations in accordance with regulations. The completion time for granting land use right certificates is before April 31, 2025.
