On the morning of July 24, Comrade Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, had a courtesy reception for Special Advisor to the Japan-Vietnam Friendship Parliamentary Alliance Takebe Tsutomu and Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam Ito Naoki. Also attending were Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

At the reception, Special Advisor to the Japan-Vietnam Friendship Parliamentarians' Union Takebe Tsutomu expressed his deep condolences to the Vietnamese people on the passing of General Secretary Nguyen Phu Trong. Discussing the cooperative relationship between the two sides in recent times, Mr. Takebe Tsutomu affirmed that with the successful organization of the Hokkaido Festival in Ha Long in 2023, the people of Quang Ninh have learned more about Japanese culture. At the same time, the cooperative and friendly relationship between the two localities has also been raised to a new level. Mr. Takebe Tsutomu also affirmed that Hokkaido province is actively preparing for the "Vietnam Festival in Sapporo 2024" and is looking forward to the delegation of Quang Ninh province attending.

Speaking at the meeting, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam Ito Naoki expressed his honor to be appointed as Ambassador Plenipotentiary of Japan to Vietnam. At the same time, he affirmed that he will continue to do his best to promote cooperation between the two countries as well as between Quang Ninh province and Japanese localities.

Japanese organizations JICA and JETRO have also implemented effective support programs for Quang Ninh in implementing green growth orientations and sustainable development. The Provincial Party Secretary also affirmed that Quang Ninh province will send a delegation to attend the "Vietnam Festival in Sapporo 2024". The Provincial Party Secretary also congratulated Ambassador Ito Naoki on his appointment as Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam.
