Non-professional commune-level officials have their working time extended until May 2026.

The Government's Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model (Steering Committee) has just sent instructions to provincial and municipal Party Committees for non-professional cadres at the commune level.

Accordingly, in Conclusion 163 dated June 6 of the Politburo , the Secretariat requested to study the roadmap to extend the use of non-professional people in accordance with the time of rearranging villages and residential groups (before May 31, 2026).

The Steering Committee directs localities to temporarily extend the use of non-professional workers at the commune level until before May 31, 2026, based on the practical situation and requirements for performing tasks of the political system at the new commune level.

Up to now, it is estimated that the whole country has more than 444,000 part-time workers at the commune, village and residential group levels. At the commune level alone, there are more than 120,000 part-time workers.

If necessary, the People's Committee at the commune level can arrange and assign to the position of non-professional workers in villages and residential groups.

In case the local Party Committee and government in the new commune-level administrative unit do not need to continue using part-time workers at the commune level, they will implement the settlement of regimes and policies according to the provisions of Decree 154/2025 of the Government on streamlining the payroll.

In case a part-time worker at the commune level wishes to retire immediately from the implementation of the 2-level local government model, he/she will enjoy the regime and policies according to the provisions of Decree 154.

In case the local Party Committee and government at the commune level have a need to use and the non-professional worker at the old commune level wishes to continue working, the local Party Committee and government shall consider and temporarily arrange them to a position to support the work of the political system of the new commune-level administrative unit (Party agencies, the Vietnam Fatherland Front and socio-political organizations, local government).

Or these cases can participate in the positions of non-professional activists in villages and residential groups until May 31, 2026 and continue to enjoy allowances, regimes and policies issued by the Provincial People's Council.

During this time, if a part-time worker at the commune level quits his job, he will enjoy the regime and policies prescribed in Decree 154.

The Steering Committee notes that, during the implementation process, if there are any difficulties or problems, the People's Committees of provinces and cities are requested to promptly report to the Ministry of Home Affairs (Standing Committee of the Steering Committee) for synthesis and reporting to competent authorities for consideration and decision.
