On the afternoon of April 17th, Comrade Phan Dinh Trac, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Committee, and National Assembly delegates of the 15th term from Lam Dong province held a meeting with voters in Binh Thanh commune, Duc Trong district, prior to the 9th session of the 15th National Assembly.

At the meeting, representatives of the Lam Dong Provincial National Assembly Delegation informed voters about the main contents of the 9th session of the 15th National Assembly; an overview of the socio-economic situation in the first quarter of 2025 for the whole country and Lam Dong province ; the province's anti-corruption work in the first quarter of 2025; and some important results of the 11th Conference of the Central Committee of the 13th Party Congress.

The 9th session of the 15th National Assembly is expected to be divided into two phases. Phase 1, from May 5th to May 28th; Phase 2, from June 11th to the morning of June 28th. This session will cover many important issues related to socio-economic development, national defense and security, and the building of the country's political system. In particular, the session will consider amending and supplementing several articles of the 2013 Constitution and amending laws related to constitutional amendments, serving the purpose of streamlining the administrative apparatus in accordance with Resolution No. 18 of the Central Committee of the Communist Party.

Specifically, the National Assembly considered and passed 13 draft laws to further support the reorganization of the political system's apparatus; considered and passed 15 draft laws and 7 draft resolutions serving the development of science, technology, innovation, and digital transformation; provided opinions on 7 draft laws; submitted to the National Assembly for consideration and decision the merger of provincial-level administrative units and other important issues; conducted interpellation and question-and-answer sessions

During the meeting, voters raised issues related to environmental protection in rural areas; the quality of rural roads and National Highway 27; the impact of telecommunications cable systems on traffic safety; the quality of electricity for household and industrial use; the fight against corruption and waste; and issues related to agricultural production activities…

Voters in Binh Thanh commune presented their opinions at the meeting.

Voters expressed their agreement with the policy of streamlining organizations, building a two-tiered local government apparatus, and merging provinces. However, many also expressed concerns about the ratio of the number of communes after the merger compared to the current number, the potential impact of excessively large areas on administrative management and security, and the suitability of the merged provinces in various fields. Voters hoped that the Central Government would soon finalize amendments to the Constitution and laws to meet the new development requirements of the country and be more practical.

Some suggestions and recommendations from voters at the meeting were received and addressed by the Chairman of the People's Committee of Binh Thanh Commune, Duc Trong District, and the Vice Chairman of the People's Committee of Lam Dong Province, Nguyen Ngoc Phuc, within their authority; they were also noted for further action.

On behalf of the Lam Dong Provincial National Assembly Delegation, Comrade Phan Dinh Trac acknowledged and highly appreciated the 13 opinions from voters, categorized into 5 groups of relevant and practical issues, such as transportation infrastructure; electricity grid and telecommunications cable infrastructure; silkworms not producing silk; provincial and commune mergers; streamlining the administrative apparatus; and crime prevention and control.

The comrade analyzed and further clarified the content related to streamlining the administrative apparatus, merging provinces, and forming a two-tiered local government; at the same time, he highly appreciated the people's consensus on the provincial merger. He emphasized that the purpose of merging provinces is to create new development spaces and new impetus for the country's development; the newly merged provinces will have new opportunities to develop into wealthier and more prosperous nations; this matter has been carefully considered by the Central Government from many perspectives.

The formation of a two-tiered local government and the merger of communes aim to create closer ties between the government and the people; communes must be close to the people, serving them and addressing their legitimate needs promptly. Addressing voters' concerns about the capacity of commune-level officials to meet the requirements after the merger, Comrade Phan Đình Trạc highly appreciated the voters' responsibility and stated that this is one of the issues that the Politburo and the Central Committee of the Party are very concerned about and have provided guidance on. The Central Committee strongly delegates power to localities to ensure they dare to think, dare to act, and dare to take responsibility.
