Colonel, Hero of the People's Armed Forces Bui Quang Than was the first soldier of the Vietnam People's Army to plant the victory flag of the National Liberation Front of South Vietnam on the roof of the Independence Palace at 11:30 a.m. on April 30, 1975, signaling the day of total victory.
