This is the first official visit to Malaysia by the Prime Minister of the Socialist Republic of Vietnam in 10 years, and also the first visit to Malaysia by a key Vietnamese leader after the two countries upgraded their relations to a comprehensive strategic partnership in November 2024. Over the past time, the Vietnam-Malaysia relationship has continuously developed well in all fields. High-level and all-level contacts as well as bilateral cooperation mechanisms have been effectively maintained by Vietnam and Malaysia. The Communist Party of Vietnam has good relations with major political parties in Malaysia such as the People's Justice Party (PKR) led by Prime Minister Anwar Ibrahim and the United Malays National Organization (UMNO) currently participating in the ruling coalition.
Based on increasing political trust, the two countries continue to strengthen defense and security cooperation. Along with that, Vietnam and Malaysia are each other's leading economic partners in ASEAN with two-way trade turnover reaching more than 14.2 billion USD in 2024, an increase of more than 12% compared to 2023. Cooperation in other areas such as labor, education, culture, tourism, and people-to-people exchange has also recorded many positive results. As important members of ASEAN, Vietnam and Malaysia are constantly working with other member countries to strengthen solidarity and promote the central role of the Association, joining hands to build the ASEAN Community into a key driving force in the larger regional structure. The two countries also closely coordinate their stances at other regional and international forums, especially at the United Nations, the Asia- Pacific Economic Cooperation Forum (APEC), etc.

Meanwhile, the 46th ASEAN Summit and related Summits mark the first ASEAN Summit in Malaysia's ASEAN Chairmanship Year 2025. The Summits take place at a time when ASEAN is entering the final year of implementing the master plans for building the ASEAN Community 2025, urgently completing the ASEAN Community Vision 2045 and cooperation strategies, and establishing a framework for deeper integration for ASEAN in the new period. Faced with the impact of profound and complex changes in the region and the world, ASEAN strives to maintain solidarity and centrality, maintain intra- and extra-bloc cooperation momentum, enhance capacity to respond to security challenges, and ensure balanced behavior in international and regional issues. The theme of “Inclusiveness and Sustainability” in Malaysia’s ASEAN Chairmanship Year 2025 reflects the continuity in the process of building the Community, with priorities on economic cooperation, promoting ASEAN to quickly shape new frameworks, play a leading role in adapting to major trends and proactively responding to external fluctuations. Therefore, the 46th ASEAN Summit and related Summits are an opportunity for leaders to discuss, evaluate and identify strategic directions to strengthen cooperation, maintain momentum in building the ASEAN Community, enhance response capacity, adapt and coordinate actions in the face of new challenges.
For Vietnam, ASEAN has always been one of the top priorities in foreign, defense, security and economic policies. Vietnam's development path in the process of innovation and integration has always been closely linked to ASEAN and has achieved many important achievements in this close relationship. On the contrary, in nearly 3 decades of participating in the "common home", Vietnam has always been proactive, positive and responsible in contributing to a united and strong ASEAN with an increasingly high role and position in the region as well as in the world.
In such a context, Prime Minister Pham Minh Chinh's working trip affirms the consistent policy of the Party and State of Vietnam to always attach importance to relations with neighboring countries and ASEAN, including Malaysia, demonstrating Vietnam's support for Malaysia in its capacity as ASEAN Chair 2025, while conveying the message of a Vietnam that actively and proactively participates and responsibly contributes with Malaysia and member countries to build an "inclusive and sustainable", united, strong ASEAN Community, maintaining a central role in the regional structure, contributing to peace, stability, cooperation and development.
