The conference took place on the afternoon of July 18 in Dong Hoi city, Quang Binh province. Here, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung commented that the results achieved in the past 6 months of the industry are encouraging signs. However, the Minister noted that it is necessary to improve a number of existing problems such as: unemployment, unsustainable employment, job-hopping; slow disbursement of public investment; the situation of children drowning and injuries has not decreased; the situation of disorder, safety, especially work accidents has increased and there have been many serious incidents. "During the month of labor safety, the situation of unsafety has not decreased, the rate of casualties is high. The lives of some people are still difficult. Digital transformation and administrative reform in the whole industry are still slow and there is still a situation of avoiding and pushing work in some localities," the Minister frankly acknowledged. Regarding the key tasks for the last 6 months of the year, the Minister of Labor, Invalids and Social Affairs directed the entire sector to focus on advising on perfecting policies, especially the employment sector, which must be basically completed to submit to the National Assembly. The Minister wants localities to advise more on the Party Committees and authorities to issue specific policies.

In addition, the head of the sector directed the need to properly, fully and promptly implement social policies, especially policies for meritorious people, social security and retirement. The Minister also noted the focus on vocationaleducation , training and development, and employment, especially high-quality human resources for some emerging fields such as the semiconductor industry. The Minister requested the rapid development of job exchanges, business development, new job creation, policy dialogue enhancement, and the building of harmonious, stable and progressive labor relations.

In the first 6 months of the year, the Department of Labor, Invalids and Social Affairs has done a good job in caring for and nursing people with meritorious services and in the "Repaying gratitude" movements. Accordingly, more than 1 million people have been paid subsidies, with a budget of about 16,000 billion VND. The Ministry has appraised and submitted to the Prime Minister to issue 239 new certificates of merit, reissue 4,651 certificates, issue extracts of 86 martyrs' records, and look up more than 5,500 sets of records.

The Minister directed that in the coming time, it is necessary to launch a fund to eliminate temporary and dilapidated houses; establish a gene bank for martyrs whose information has not been identified and their immediate relatives, synchronized with the population database. "The establishment of a gene bank for martyrs and relatives whose information has not been identified will be gradually compared when conditions permit. This is the basis for fundamentally solving the problem of identifying martyrs, helping to ease the anxiety of relatives," the Minister analyzed.

Over 51 million people have jobs

In particular, with the strong direction of the Minister, the Ministry's leaders, and the efforts of the advisory unit, the labor sector has completed and submitted to the Government for submission to the National Assembly for approval of the amended Law on Social Insurance (SI), with a very high approval rate; continued to direct the synchronous implementation of solutions to develop the labor market to maintain a stable labor force, contributing to the economic development, production and business of enterprises. In the first 6 months, the labor force aged 15 and over nationwide was 52.5 million people, an increase of 196,600 people over the same period; the number of employed workers was 51.4 million people, an increase of 195,700 people over the same period; more than 78,000 people went to work under contracts abroad, reaching 62.91% of the plan. The Ministry of Labor, Invalids and Social Affairs has submitted to the Government for promulgation Decree No. 75/2024/ND-CP dated June 30, 2024 on adjusting pensions, social insurance benefits and monthly allowances. It is estimated that by the end of June, the number of social insurance participants will reach about 18.3 million, accounting for 39.05%; the number of unemployment insurance participants will reach an estimated 14.2 million, an increase of 1.67% over the same period in 2023. Recently, the Ministry of Labor, Invalids and Social Affairs has also submitted to the Government for promulgation Decree No. 74/2024/ND-CP dated June 30, 2024, stipulating the minimum wage for employees working under contracts to implement the new wage policy from July 1. The Ministry also strengthens the effectiveness of management and issuance of work permits for foreign employees working in Vietnam; Strengthening direction and guidance for enrollment in 2024, developing vocational education and high-quality vocational training; organizing elementary training, regular training, vocational training for rural workers, ethnic minorities, people from poor, near-poor, newly escaped poverty households and other policy beneficiaries. The Ministry of Labor, Invalids and Social Affairs also effectively implemented the monthly support policy for 3.8 million people, with an estimated budget of 14,000 billion VND; the Prime Minister decided to support 16,345 tons of rice for 187,864 households with over 1 million people in 22 provinces.
