In mid-August 2025, Ms. Hoang Thi Bich, residing in Coc Nam village, Hoang Van Thu commune, took her son to the Provincial Medical Assessment Center to complete the disability assessment procedure. After just a few minutes of being enthusiastically guided by the staff, her son's file was received and processed. Ms. Bich shared: I found the procedure simple, the staff was enthusiastic, enthusiastically advised and guided. The doctor promised to have the results in a few days, my family felt much more secure.
The above story reflects the direct effectiveness of emulation movements associated with procedural reform and improving service spirit. Doctor Hoang Thi Bay, Deputy Director of the Provincial Medical Assessment Center, said: We always consider emulation as a driving force to complete tasks. Every year, the center launches emulation right from the beginning of the year and emulation campaigns are associated with major holidays and political events of the industry, province, country, etc. Each movement has specific criteria. Emulation not only creates a vibrant atmosphere but also helps cadres and civil servants to be aware of their responsibilities and be creative in their work.
In the process of performing its tasks, the Medical Assessment Center always focuses on launching emulation movements associated with practical work. Many emulation movements have been launched and widely implemented such as: "Studying and following Ho Chi Minh's ideology, morality and style", "Green - clean - beautiful, innovating service style", "Implementing office culture, public service culture"... Along with that are peak emulation periods to celebrate major holidays such as: Party Founding Day February 3, Vietnamese Doctors' Day February 27, National Day September 2... Each movement is specified by criteria such as: shortening the time to receive and return appraisal results, improving the spirit and attitude of serving people, ensuring transparency in the appraisal process. At the same time, the unit also regularly organizes professional activities, linking emulation content with studying and following Ho Chi Minh's ideology, morality and style, creating motivation for cadres and appraisers to strive to complete targets and plans.
Thanks to such practical methods, the movements have become an important driving force, creating a vibrant competitive atmosphere. Many collectives and individuals of the unit have achieved outstanding results, contributing to improving the quality of medical assessment, better meeting the needs of organizations and individuals in the area.
Having won the title of Emulation Fighter at the grassroots level for many consecutive years, Ms. Tran Phuong Loan, Head of the Administrative Organization - Accounting Department, shared: The movements at the center do not stop at slogans but are concretized into targets and action plans suitable for each department and office. I personally advise, monitor and motivate colleagues to turn emulation into a driving force for daily work. The efforts of the collective and each individual have contributed to improving the quality of service, bringing satisfaction to people when coming to the center.
In particular, emulation is also closely linked to administrative reform and digital transformation. In 2024, the center reviewed and reduced 32% of the processing time for 12 administrative procedures; digitized 100% of records (1,345 records), returned results via online public services and public post. The unit has deployed digital signatures, iOffice document management software, over 90% of documents issued electronically; 100% of financial revenue and expenditure are carried out without cash; officials participate in digital skills courses to serve their work.
In 2024, the center conducted 1,481 medical examinations, an increase of 22.4% compared to 2023, of which the number of people with disabilities increased by nearly 25%. In the first 7 months of 2025, the center conducted 1,167 medical examinations, an increase of 32% compared to the same period in 2024. These results affirm that the emulation movement has truly become an important driving force, contributing to improving the quality of examinations, increasingly serving the legitimate rights of the people.
With these efforts, over the years, the unit has been recognized and rewarded by all levels and sectors. In 2024, the unit was recognized as "Excellently completing its tasks" and was awarded the Flag by the Provincial People's Committee as the leading unit in the emulation movement. In February 2025, the center was awarded a certificate of merit by the Chairman of the Provincial People's Committee for its outstanding achievements in the emulation movement to celebrate the 70th anniversary of Vietnam Doctors' Day.
