According to this plan, in the first phase from now until 2030, Dong Nai will focus on relocating production facilities that cause loud noise and directly affect human health. These businesses will be relocated to industrial parks with modern wastewater and exhaust gas treatment systems.
After 2030, Dong Nai will relocate businesses and production facilities located in residential areas that are no longer suitable for the planning. Large-scale businesses will be relocated to industrial parks; Small and medium-sized businesses will be relocated to industrial parks or clusters; Micro-enterprises or production facilities can be relocated to industrial clusters or can convert their functions from industrial production to trade and services to suit the planning.
Dong Nai will relocate many production facilities to industrial parks.
Regarding support policies when relocating, enterprises or production facilities propose mechanisms. Based on the enterprise's proposal, the district-level People's Committee will research and then propose to the Dong Nai Provincial People's Committee for approval.
The relocation project will be developed into two separate projects. Of which, the district-level relocation project will be assigned to the districts to develop and complete by December 2024 at the latest. The provincial relocation project will be assigned by the Dong Nai Provincial People's Committee to the Department of Industry and Trade to develop and complete in 2025. The Dong Nai Provincial People's Committee requires that when developing the project to relocate enterprises to provincial-level industrial parks, the legal basis and relocation support policies must be clearly identified.
In addition, the Dong Nai Industrial Parks Management Board was assigned to review the planned land area for industrial parks until 2030, of which at least 5 hectares or at least 3% of the total land area of the industrial park will be reserved for leasing to small and medium-sized enterprises in the fields of supporting industry and innovation.
Previously, the People's Committee of Dong Nai province also had a dialogue with enterprises and cooperatives on the issue of relocation. Many enterprises said that they were facing economic and resource difficulties, so they proposed to postpone the relocation deadline to stabilize production. In addition, enterprises requested the People's Committee of Dong Nai province to support land rent reduction and relocation costs along with other preferential policies for enterprises that had to move to a new location.
