Timely support for people in deep flooded areas

Due to the influence of the weakened low pressure circulation after storm No. 11, combined with wind convergence, from the night of October 6 to the morning of October 7, the northern provinces experienced heavy rain, flooding in many areas, and landslides on many roads in mountainous areas.

Local authorities, police and military forces quickly arrived at flooded areas, isolated by rain and floods, to support people.

The rain from the night of October 6th caused serious flooding over a large area, causing the Cau River to rise and rush to the center of Thai Nguyen province. On the streets in the center of the province, such as: Phan Dinh Phung, Tich Luong, Gia Sang... the rushing water swept away many belongings of the people.

Mr. Ngoc Tu, a temporary resident at Dan intersection, said that in less than an hour, almost all six central wards of Thai Nguyen province were submerged in water. People in deeply flooded areas stayed up all night, using all kinds of materials to prevent water from entering their houses.

To ensure safety, in the early morning of October 7, Thai Nguyen Electricity Company cut off power in the central area. And on the morning of October 7, the Military Command and the Thai Nguyen Provincial Police mobilized forces to deeply flooded areas to assist people in overcoming the consequences and provide timely support to isolated households.

A representative of the Thai Nguyen Traffic Construction Consulting and Maintenance Management Board said that a large sinkhole appeared on National Highway 3 at Km116+350, passing through Tan Ky commune, about 10m long, 6m wide, and about 2m deep on average, "swallowing" a part of the road surface.

Also on Highway 3, landslides caused traffic jams at six points; on Highway 279, landslides caused traffic jams at seven points. Provincial roads such as Highways 251, 252B, and 253 had many sections where water flooded the road surface, making it impossible for vehicles to pass through; in some places, landslides caused traffic jams.

The Department of Construction has directed road management units to mobilize human resources and machinery to temporarily clear the road. For the sinkhole on National Highway 3, units have erected barriers, placed warning signs, and assigned people to guard while waiting for remedial measures to be implemented.

Standing Deputy Secretary of Thai Nguyen Provincial Party Committee Nguyen Dang Binh requested localities to arrange forces to strictly control and guide traffic; carefully check each residential area and each house, promptly detect and proactively support people to evacuate from dangerous areas; proactively mobilize forces, vehicles, supplies, food, etc. for rescue, absolutely not letting people in isolated areas have no place to live or go hungry.

In Cao Bang province, on the morning of October 7, Bach Dang Hydropower Plant on Hien River and Binh Long Hydropower Plant on Bang River began releasing floodwaters, causing the water levels of the rivers to rise very quickly.

At Group 2, Hop Giang, Thuc Phan Ward, the water level of Hien River rose 5 to 6 meters, flooding the roof of a level 4 house; flooding up to the second floor of a house along the river; traffic routes a few hundred meters from the river were flooded 2 to 3 meters deep; 12 hamlets and residential groups were deeply flooded and isolated, a suspension bridge collapsed.

Local armed forces have urgently helped people move people and property to safety. Colonel Phuong Nam Ky, Political Commissar of Cao Bang Provincial Military Command, said that on October 7, the Command mobilized 827 officers and soldiers along with 7 motorboats, 2,000 buoys, and 1,500 life jackets to help people cope with floods.

At around 1:30 p.m. on October 7, a 4-meter-long section of the Bac Khe hydropower dam in Tan Tien commune (Lang Son) broke. Through previous inspections, the Tan Tien commune authorities discovered cracks on the earthen dam wall of the Bac Khe hydropower reservoir and deployed functional forces to urgently evacuate people and property to safe shelters, causing no human casualties. Immediately after the incident, a working group of Lang Son province led by Vice Chairman of the Provincial People's Committee Doan Thanh Son arrived at the scene to promptly direct the repair.

Inspecting and directing flood response work, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa requested that localities and units proactively help people move away from dangerous areas, transport assets to safe places, support food, drinking water, and temporary accommodation for people affected by floods. Do not let people lack food, drinking water, etc.

Similarly, many areas in Bac Ninh province were flooded. In Bac Giang ward, many central streets were deeply flooded, traffic was stagnant; 6 households in Xuan Luong and Dong Ky communes were isolated. At about 6:30 a.m. on October 7, Dong Ky commune police mobilized 12 officers and soldiers along with two rescue vehicles and specialized vehicles to bring Mr. Vu Duc Tho's family of 5 people living along the stream to safety.

Thanks to the patrol, control and safety assurance work of the dike, the Yen Dung ward government (Bac Ninh) and the functional forces promptly discovered a landslide of about 40m at the Tan Lieu dike. The local government mobilized machinery, materials, and about 50 officers, soldiers, police, militia and more than 70 people to fix the problem. Hundreds of sacks of soil, sand, along with trees and bamboo poles were transported to the scene for temporary reinforcement to prevent the landslide from spreading.

According to Deputy Director of the Department of Agriculture and Environment of Bac Ninh, Dang Cong Huong, floods have come continuously. In Van Ha ward, Tho Ha and Yen Vien residential groups still have 2,196 households and 8,273 people, and Thuong Lat residential group has 55 households with 195 people, still flooded and isolated.

To prevent heavy rains causing flooding and landslides, the authorities of Tay Yen Tu, Tuan Dao, Son Dong, Hop Thinh and Yen The communes have organized the evacuation of nearly 40 households to safe places; mobilized forces, coordinated with military units stationed in the area to use canoes to support households living along rivers, streams, and areas at risk of landslides to safe places.

Directly inspecting the flood situation, Comrade Mai Son, Permanent Vice Chairman of the People's Committee of Bac Ninh province, emphasized that the natural disaster is forecast to be complicated, floodwaters continue to rise, so localities need to review all flooded areas, arrange staff on duty, warn people not to go through dangerous areas; maintain contact with isolated areas at least once an hour. Localities prepare food and necessities to provide enough for people in isolated areas.
