Due to the influence of the weakened low-pressure system following Typhoon No. 11, combined with wind convergence, from the night of October 6th to the morning of October 7th, the northern provinces experienced heavy rain, flooding in many areas, and landslides on many roads in mountainous regions.

Local authorities and police and military forces quickly arrived at areas severely affected by flooding and cut off by heavy rains, providing assistance to the people.

The heavy rain from the night of October 6th caused widespread and severe flooding, leading to a surge in the Cau River and a flood of water reaching the center of Thai Nguyen province. On streets in the province center, such as Phan Dinh Phung, Tich Luong, and Gia Sang, the raging water swept away many belongings and household items.

According to Mr. Ngoc Tu, a resident of the Dan intersection area, in less than an hour, almost all six central wards of Thai Nguyen province were submerged in water. People in deeply flooded areas stayed up all night, using all sorts of materials to prevent water from entering their homes.

To ensure safety, in the early morning of October 7th, Thai Nguyen Power Company cut off electricity in the central area. Immediately on the morning of October 7th, the Thai Nguyen Provincial Military Command and Police mobilized forces to the deeply flooded areas to assist people in overcoming the consequences and provide timely support to households that were isolated.

Representatives from the Thai Nguyen Traffic Maintenance and Construction Consulting Management Board stated that a large sinkhole has appeared on National Highway 3 at Km116+350, in the section passing through Tan Ky commune. The sinkhole is approximately 10m long, 6m wide, and about 2m deep, completely engulfing a portion of the road surface.

On National Highway 3, landslides occurred on the embankment, causing traffic disruptions at six points; on National Highway 279, landslides on the embankment caused traffic disruptions at seven points. Provincial roads such as roads 251, 252B, and 253 had many sections where water flooded the road surface, making it impassable for vehicles, and some areas experienced landslides on the embankment, causing traffic blockages.

The Department of Construction has directed road management units to concentrate manpower and machinery to temporarily clear the road. Regarding the sinkhole on National Highway 3, the units have erected barriers, placed warning signs, and assigned personnel to monitor the area while awaiting the implementation of remedial measures.

The Standing Deputy Secretary of the Thai Nguyen Provincial Party Committee, Nguyen Dang Binh, requested that localities deploy forces to strictly control and guide traffic; thoroughly review each residential area and each house, promptly detect and proactively assist people in relocating from dangerous areas; and proactively prepare forces, vehicles, supplies, food, etc., for rescue and relief efforts, ensuring that no people in isolated areas are left without shelter or food.

In Cao Bang province, on the morning of October 7th, the Bach Dang hydroelectric plant on the Hien River and the Binh Long hydroelectric plant on the Bang River began releasing floodwaters, causing the water levels in the rivers to rise very rapidly.

In Hamlet 2, Hop Giang, Thuc Phan Ward, the Hien River water level rose 5 to 6 meters, flooding up to the roofs of single-story houses; flooding up to the second floor of houses along the river; traffic routes a few hundred meters from the river were flooded to a depth of 2 to 3 meters; 12 hamlets and residential areas were deeply flooded and isolated, and a suspension bridge collapsed.

Local armed forces have been urgently assisting people in moving themselves and their belongings to safe places. Colonel Phuong Nam Ky, Political Commissar of the Cao Bang Provincial Military Command, said that on October 7th, the Command mobilized 827 officers and soldiers along with 7 motorboats, 2,000 buoys, and 1,500 life jackets to help people cope with the floods.

At approximately 1:30 PM on October 7th, a 4-meter section of the Bac Khe hydroelectric dam in Tan Tien commune (Lang Son province) broke. Prior inspections by the Tan Tien commune authorities revealed cracks in the dam's earthen embankment. They immediately deployed personnel to evacuate residents and their belongings to safe shelters, preventing any casualties. Following the incident, a Lang Son provincial delegation, led by Vice Chairman of the Provincial People's Committee Doan Thanh Son, promptly arrived at the scene to direct remedial efforts.

Inspecting and directing flood response efforts, Chairman of the Cao Bang Provincial People's Committee Le Hai Hoa requested that localities and units proactively help people move out of dangerous areas, transport property to safe places, and provide food, drinking water, and temporary shelter for people affected by flooding. He emphasized that no one should be left without food, drinking water, or other necessities.

Similarly, many areas in Bac Ninh province were flooded. In Bac Giang ward, many central streets were deeply submerged, causing traffic disruption; six households in Xuan Luong and Dong Ky communes were isolated. At around 6:30 a.m. on October 7th, the Dong Ky commune police deployed 12 officers and soldiers along with two rescue vehicles and specialized equipment to evacuate the family of Mr. Vu Duc Tho, consisting of five people living near the stream, to safety.

Thanks to patrol and monitoring efforts to ensure dike safety, the authorities of Yen Dung ward (Bac Ninh province) and other functional forces promptly detected a 40-meter section of landslide at the Tan Lieu embankment. Local authorities mobilized machinery, materials, and approximately 50 officers, soldiers, police officers, militia members, and over 70 local residents to address the problem. Hundreds of sacks of soil and sand, along with wooden logs and bamboo stakes, were transported to the site for temporary reinforcement to prevent the landslide from spreading.

According to Deputy Director of the Bac Ninh Department of Agriculture and Environment, Dang Cong Huong, floods have been occurring continuously. In Van Ha ward, the Tho Ha and Yen Vien residential areas still have 2,196 households with 8,273 people, and the Thuong Lat residential area has 55 households with 195 people who are still flooded and isolated.

To prevent flooding and landslides caused by heavy rains, the authorities of Tay Yen Tu, Tuan Dao, Son Dong, Hop Thinh, and Yen The communes organized the relocation of nearly 40 households to safe areas; mobilized forces and coordinated with military units stationed in the area to use canoes to assist households living in riverside and stream areas, and areas at risk of landslides, to move to safe locations.

During a direct inspection of the flooding situation, Mr. Mai Son, Standing Vice Chairman of the People's Committee of Bac Ninh province, emphasized that the natural disaster is predicted to remain complex, with floodwaters continuing to rise. Therefore, localities need to review all flooded areas, assign officials to be on duty, warn people not to pass through dangerous areas, and maintain communication with isolated areas at least once every hour. Localities should prepare food and essential supplies to ensure sufficient provision for people in isolated areas.
