Lam Dong reviews and adjusts urban and rural planning according to the new Law

On October 8, comrade Nguyen Hong Hai, member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee, chaired a working session with the Department of Construction and relevant departments, branches and sectors to implement the Law on Urban and Rural Planning 2024 and guiding documents for implementation, ensuring synchronous and effective implementation in the province.

The working session took place in the context of the Law on Urban and Rural Planning 2024 officially taking effect. This is the time when the province promotes restructuring of urban and rural planning work in a comprehensive, synchronous and sustainable direction, in line with development requirements in the new period.

According to the report of the Department of Construction at the working session, implementing the direction of the Provincial People's Committee, the Department has proactively issued an official dispatch to localities and relevant units to disseminate and guide the implementation of the Law on Urban and Rural Planning 2024. Currently, the work of reviewing, adjusting and implementing urban planning in the province is being carried out synchronously and on schedule.

The Department of Construction proposed that the Provincial People's Committee assign the Department to preside over and coordinate with relevant units to review, evaluate and select the optimal solution for the project to adjust the overall master plan of Da Lat city center and surrounding areas until 2045, to ensure consistency, avoid overlap and waste of resources before submitting to the Provincial People's Committee for consideration and decision.

The Provincial People's Committee assigned the Construction Investment Project Management Board No. 2 to organize the preparation of general urban planning for 6 adjacent wards including: Tien Thanh, Binh Thuan , Ham Hiep, Phu Thuy, Ham Thang, Mui Ne and 2 wards Phuoc Hoi, La Gi in Area II - Binh Thuan (before arrangement).

At the same time, the Department of Construction is assigned to urgently synthesize local opinions, report, explain and propose the establishment of coastal zoning plans to ensure consistency and conformity with the general development orientation.

The Department of Construction proposed that the Provincial People's Committee consider adjusting the planning of Tuyen Lam Lake National Tourist Area and complete the planning task dossier; assigned the Department of Culture, Sports and Tourism to urgently complete the General Planning project of Mui Ne National Tourist Area. At the same time, it recommended to temporarily suspend the establishment of zoning plans in the Mui Ne area until the General Planning is approved, and requested that localities continue to review and adjust urban and rural planning and architectural management regulations in accordance with the development reality.

Comrade Nguyen Hong Hai, Vice Chairman of the Provincial People's Committee, requested the Department of Construction to urgently review the planning of urban areas, propose investors, propose resources for implementation and implementation progress.

Concluding the working session, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Department of Construction to urgently review all urban planning, propose investors, resources and implementation progress; at the same time, synthesize and report to the Provincial People's Committee on handling plans for planning made before implementing the 2-level government model.

At the same time, the Department of Construction is requested to study and propose solutions for large urban areas and to review and comprehensively evaluate the planning process of Da Lat area and two national tourist areas of Mui Ne and Tuyen Lam Lake to clarify the advantages and disadvantages and propose solutions for the next period.

Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Department of Construction to synthesize and specifically review the difficulties in the planning implementation process, clarify the causes and difficulties, propose solutions, and report to the Provincial People's Committee in October 2025.
