According to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 11 caused heavy rain over a wide area from the night of October 6 to October 7, leading to high flooding in inner-city streets of Hanoi and low-lying areas such as Xuan Mai, Quang Bi, Phu Nghia, Hoa Phu, and Tran Phu.

The water level of the rivers in the province may rise to alert level II or above alert level III, directly affecting the power grid system, transformer stations and transmission lines. In this situation, EVNHANOI has immediately activated emergency response scenarios, mobilizing more than 3,000 officers, workers and shock teams to be ready 24/7 to monitor and handle incidents.

As of 12:00 on October 7, 13,943 customers in Hanoi were still temporarily without power due to flooding, mainly concentrated in central districts such as Ba Dinh (5,735 customers), Hoan Kiem (2,098 customers) and Ha Dong (2,884 customers). Some suburban areas such as Gia Lam, Tu Liem, Dong Anh, Soc Son, Son Tay, Thuong Tin and Ung Hoa also recorded flooding with 3,226 customers affected. Power units have mobilized maximum human resources, water pumping and drying equipment, and urgently restored transformer stations and power lines. Currently, EVNHANOI has restored and restored power to 5,562 customers in the capital.

The most severely affected areas, such as Ba Dinh and Hoan Kiem, are being prioritized with teams of technicians working around the clock, using drainage pumps and drying equipment to restore substations and power lines. After the water began to recede, EVNHANOI deployed working groups to move quickly to the most severely affected areas. In addition, EVNHANOI also promptly issued recommendations reminding people to immediately cut off household electricity when there is a risk of flooding, not to touch electrical equipment with wet hands or walk barefoot on wet floors.

Previously, EVNHANOI proactively consolidated the power grid, reinforced weak points and ensured the operation of transformer stations at risk of flooding. Subsidiary units such as the Electricity Company of the inner city and suburban areas periodically inspected the power system in vulnerable areas, and closely coordinated with functional forces to promptly handle incidents caused by fallen trees and foreign objects colliding with power lines. Thanks to that, during the storm, the power system in Hanoi was maintained safe and stable.
