Telegram to Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities.

The dispatch stated that recently, the Government and the Prime Minister have had many drastic instructions and timely solutions to remove difficulties, speed up the progress of real estate projects, control and stabilize the real estate market; remove obstacles in the implementation of land management, use, and land valuation; and promptly rectify the work of auctioning land use rights.

However, in some areas and localities, real estate and housing prices are continuously increasing, far exceeding people's financial capacity, partly due to lack of information about housing, the real estate market, the situation of "pushing prices", "creating virtual prices" [1] , lack of supply of commercial housing with prices suitable for people, the number of social housing projects being vigorously implemented but not enough to meet people's needs...

In order to promptly promote investment projects, increase the supply of housing and real estate products, strengthen control, rectify and promptly handle real estate manipulation, price hikes and speculation, stabilize the market, ensure people's right to housing and accommodation, on the basis of the First Session of the Central Steering Committee on housing policy and real estate market on September 22, 2025 and prepare the content of the Second Session on "Breakthrough development of social housing" scheduled for Saturday, October 11, 2025, Prime Minister Pham Minh Chinh requested:

Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities focus on perfecting institutions, policies, and laws on housing, real estate business, land, planning, investment, construction, credit, and taxes to ensure consistency and uniformity; continue to minimize administrative procedures [2] , further strengthen decentralization; study and adjust regulations on land use fees appropriately, not allowing them to be the cause of real estate, housing, and land price increases far beyond people's income.

Urgently research, develop and promulgate breakthrough, open and favorable mechanisms to attract resources for the real estate market to develop stably, healthily, openly and transparently, especially promoting the development of housing segments with prices suitable to the average income of people to improve the spiritual and material life of people.

Focus on, resolutely direct and urge the promotion of social housing development to exceed the target of 100,000 social housing units in 2025 assigned by the Government and Prime Minister.

Strengthen management of the real estate market, business activities, and real estate transfers; continue to monitor and grasp market information to promptly issue solutions and management mechanisms for the real estate market to develop in a stable, safe, healthy, and sustainable direction.

Urgently carry out the tasks assigned by the Prime Minister in Document No. 9557/VPCP-CN dated October 6, 2025, Document No. 9631/VPCP-CN dated October 7, 2025 of the Government Office to prepare for the Second Meeting of the Central Steering Committee on Housing Policy and Real Estate Market on Breakthrough Development of Social Housing.

The Minister of Construction shall preside over the research, review and completion of legal documents on housing, real estate business, urban and rural planning, and construction to promptly resolve difficulties and problems arising in practice; including research and proposal of price control solutions to ensure compliance with market rules, state management, and the people's right to housing and accommodation; research specific breakthrough solutions for social housing development; urgently develop policies on renting and hire-purchasing houses for low-income people.

Urgently report the results of 5 Working Groups inspecting, urging, and removing difficulties and obstacles for real estate and housing projects nationwide, especially social housing projects; guide localities to determine the number of completed social housing in accordance with the provisions of the Law on Real Estate Business.

Preside over and coordinate with the Ministry of Agriculture and Environment, the Ministry of Finance and relevant agencies to urgently complete the pilot project of the model "Real estate transaction center and land use rights managed by the State" to submit to the Government and the Prime Minister for consideration and decision in October 2025.

Strengthen guidance for localities to promptly update and publicize construction material prices and construction price indexes in their management areas, ensuring that they accurately reflect the costs of material prices and are consistent with market prices; strictly prohibit and handle speculation and taking advantage of State policies on common materials to hoard goods, push up prices, and profiteering.

The Minister of Finance urgently reports to the Prime Minister before October 15, 2025 on real estate tax policy as directed by Deputy Prime Minister Ho Duc Phoc in Document No. 3642/VPCP-KTTH dated August 14, 2025. Coordinate with the Ministry of Construction and relevant ministries to research and implement digital transformation to connect procedures from real estate transactions, notarization, tax and land transaction registration in the electronic environment.

The Minister of Agriculture and Environment shall complete legal documents related to the land sector, especially planning, land use plans, land allocation, land lease, land price determination, etc. to remove difficulties and obstacles related to land prices, and submit them to competent authorities for promulgation in October 2025, including strengthening the role of the State in controlling land prices and regulations on land use fee collection to ensure compliance with land law, in accordance with reality, especially people's income. Urgently complete the National Land Database, connect and synchronize with the Population Database and related specialized databases to contribute to improving the efficiency of providing online public services and state management of land.

Ministry of National Defense and Ministry of Public Security: proactively coordinate with localities to deploy investment in building housing for the people's armed forces, ensuring the completion of the target assigned by the Prime Minister to complete housing for the people's armed forces by 2030.

The Governor of the State Bank of Vietnam proactively manages monetary policy flexibly and effectively, controls, checks and inspects credit to priority areas, including credit for investors and home buyers in projects: social housing, worker housing, renovation and reconstruction of apartment buildings, commercial housing with prices suitable to people's accessibility...; researches and has solutions to strictly manage, appraise and evaluate carefully when granting credit to real estate projects with high product prices or signs of "inflating prices" or "pushing prices", has plans to regularly and seriously monitor and inspect credit institutions that lend with real estate as collateral that needs to be objectively and reasonably valued, in compliance with regulations to ensure credit efficiency and safety; direct banks to cut costs, increase digital transformation, reduce input cost procedures to continue reducing lending interest rates for production and business activities, and stimulate consumption.

Continue to coordinate with relevant ministries and branches to amend the criteria, conditions, and procedures for more favorable loans and resolutely promote the disbursement of the VND120 trillion credit program for loans for social housing, workers' housing, and housing for the armed forces.

Promote effective implementation of credit packages supporting social housing policies, preferential loan programs for young people under 35 years old to buy commercial housing for the first time, social housing with appropriate interest rates and terms, ensuring disbursement on schedule and to the right subjects.

Chairmen of People's Committees of provinces and centrally run cities focus on directing and accelerating the implementation of projects, completing social housing targets assigned by the Prime Minister on schedule, setting the highest goal of completing assigned social housing targets to urge and implement, with the spirit of "only discussing, not backtracking", taking responsibility before the Government and the Prime Minister for the results of social housing development in the area.

Urgently review the organizational structure of the Steering Committees (at the provincial level) on housing and real estate market in the direction of arranging and merging into a Steering Committee on housing policy and real estate market of the province, ensuring synchronous and consistent management from the central to local levels; direct research and development of social housing models suitable to specific local conditions and circumstances.

Urgently direct relevant units to review, organize the establishment and publication of project information and land locations planned for investment in social housing construction, carry out public announcements and select investors according to the provisions of Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly and Resolution No. 155/NQ-CP dated June 1, 2025, Decree No. 192/2025/ND-CP dated May 29, 2025 of the Government; strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land in commercial housing projects and urban areas for investment in social housing development according to the law.

Major cities and key areas such as Hanoi, Hai Phong, Ho Chi Minh City, Da Nang, Hue, Can Tho and provinces and cities with many industrial parks... focus on prioritizing land funds according to planning to implement social housing projects and commercial housing with suitable prices to increase the supply of products suitable for people's income, synthesize the situation, propose breakthrough solutions to promote the development of social housing, and send them to the Ministry of Construction on October 10, 2025.

Immediately implement the reduction and reform of administrative procedures; Arrange a sufficient number of civil servants, ensure effective implementation of decentralized and delegated functions and tasks in the fields of planning, land, construction, housing, real estate, investment, etc., and avoid stagnation in handling administrative procedures due to lack of human resources.

Urgently plan and publicize projects, new urban areas, housing projects, especially social housing projects in the area; at the same time, strengthen inspection and supervision of real estate brokerage activities in the area to prevent "spreading rumors" and "disturbing" the market.

The Ministry of Construction - Standing Agency of the Central Steering Committee on housing policy and real estate market shall preside over and coordinate with the Government Office according to its functions and tasks to urge ministries, agencies and localities to perform the tasks assigned in this Official Dispatch.
