On the morning of October 8, Major General Pham Van Ty, Deputy Director of the Rescue Department, General Staff of the Vietnam People's Army, said that the army has deployed four rescue teams to the provinces of Bac Ninh , Thai Nguyen, and Lang Son - the epicenter of widespread rain and flooding caused by the circulation of storm Matmo. A total of more than 30,000 officers and soldiers and thousands of boats and rescue vehicles have been mobilized.

In Bac Ninh, Major General Ty is participating in directing the handling of the dike incident. At 7:30 am today, the Den Kenh dike section in Ngoai village, Tien Luc commune broke 10-15 meters. The river water flooded in, isolating nearly 600 households in 5 villages: Trung Pho, Dinh, San, Dun and Tram. Hundreds of households were evacuated by soldiers, police and militia.
In the direction of Lang Son , where more than 3,000 households are isolated, two helicopters of Regiment 916 took off from Hanoi carrying 4 tons of dry food and instant noodles for relief. The first flight took off at 9:50 from Gia Lam airport to Van Nham; the second flight at 10:20 to Yen Binh. Major General Vu Hong Son, Commander of the Air Defense - Air Force, directly directed the rescue. It is expected that the service will continue to send more helicopters to transport relief goods.

Currently, floods in the Northern rivers are rising rapidly. The Cau River flood in Thai Nguyen has exceeded the September 2024 flood by more than one meter. The Bang River flood in Cao Bang exceeded the historical level (184.84 m) by 0.58 m. The Thuong River flood at Phu Lang Thuong station, Bac Ninh province continues to rise and is likely to exceed the historical level of 1986 (7.52 m).
Rising floods threaten the dike system. The Department of Dike Management and Natural Disaster Prevention, Ministry of Agriculture and Environment, recorded 59 dike incidents, with the most in Ninh Binh 21, Thanh Hoa 15, and Bac Ninh 6.
The National Center for Hydro-Meteorological Forecasting warns of a decrease in rain, but due to the very high flood level, widespread flooding in the provinces of Thai Nguyen, Bac Ninh, Lang Son, and Cao Bang will continue for the next 3-4 days. There is a high risk of flooding in low-lying areas along rivers and urban areas in the North; landslides on river banks and river dykes, flash floods on rivers and streams, and landslides on slopes.
