Flood forecast on Cau River, Thuong River, Luc Nam River, flood peak exceeding warning level 3 (possibility of especially large floods on these rivers).

To cope with the exceptionally heavy rain and floods, Vice Chairman of the Provincial People's Committee Le Xuan Loi requested departments, branches, sectors, units, socio -political organizations of the province and People's Committees of communes and wards in the province to strictly implement the directives of the Provincial Party Committee and the People's Committee of Bac Ninh province on leadership and direction in response to Storm No. 11 (MATMO) in the province.

Closely monitor and grasp the developments of rain and floods, focus on leadership, direction, review, update plans, and be ready to deploy measures to respond to rain and floods after storms. Check and review constructions at risk of incidents to proactively prepare response plans to ensure safety. Proactively evacuate and relocate households in areas at risk of flooding, along rivers and streams.

Operate reservoirs according to approved operating procedures. For reservoirs with flood discharge valves, adjust reservoir water levels based on rain forecasts to proactively receive floods and ensure absolute safety of the project. Strictly issue early warnings to people in downstream areas before releasing floods and when there is a risk of an incident. Particularly for Cam Son reservoir, it is necessary to monitor 4 times a day and calculate the water flow to the reservoir, estimate the possibility of increasing the reservoir water level to proactively operate the reservoir to prevent floods safely.

For reservoirs at risk of being unsafe, the management and operation units must proactively propose solutions to ensure safety. Organize the operation of pumping stations and equipment serving flood discharge of reservoirs, arrange enough spare materials and equipment to ensure timely repair and replacement in case of operational problems.

Dredging and clearing flood spillways and drainage canal systems to proactively drain and drain floods. For dyke lines at risk of overflowing, it is necessary to prepare a covering plan to ensure the safety of the works when water overflows the dyke. Strengthen inspection work on dyke lines, strictly carry out patrolling and guarding work to protect dykes, promptly detect and properly handle incidents and situations that may occur from the first hour. Be responsible before the law if there is a loss of safety in the dyke system due to failure to patrol and guard dykes according to the provisions of law.
