From August 1, 2025, the Vietnam Social Security system will automatically unify personal identification numbers/citizen identification numbers and social security codes. Policy participants do not need to declare or perform any operations and their rights are still guaranteed during the transition period.

Automated uniform system
Vietnam Social Security said that from August 1, 2025, the industry's system will deploy the uniform implementation of personal identification numbers/citizen identification cards and social insurance codes.
The Vietnam Social Security system will automatically implement this work. Participants in social insurance, health insurance, and unemployment insurance do not need to declare or perform any operations. During the transition period, the rights of participants and beneficiaries of policies are guaranteed and not affected.
According to Vietnam Social Security, since 2023, this agency has synchronized the Insurance Database with the National Population Database. To date, the Vietnam Social Security system has authenticated more than 100.2 million citizen information in the database managed by Vietnam Social Security. Of which, about 91 million people are participating and receiving social insurance, health insurance, and unemployment insurance, accounting for 99.23% of the total number of participants (excluding armed forces and military relatives) with the National Population Database.
From August 1, 2025, the social insurance system will implement unified personal identification numbers/citizen identification numbers and social insurance codes.
This is an important foundation for Vietnam Social Security to uniformly deploy personal identification numbers/citizen identification numbers and social insurance numbers from August 1, 2025.
Thereby, continuing to reform administrative procedures, creating more convenience for people, preparing to deploy social insurance books and electronic health insurance cards from 2026 according to the provisions of the Law on Social Insurance 2024 and the Law on Health Insurance 2024.
Regarding the implementation method, the Vietnam Social Security system will perform this unification work automatically.
Specifically, for citizens and employees who have participated in social insurance, health insurance, unemployment insurance (have a social insurance code), there is no need to declare or perform any operations. When there is a transaction with the social insurance agency in performing obligations, rights or when going to see a doctor or receive treatment at a medical facility, the system will automatically synchronize.
For first-time participants, they will use their personal identification number/citizen identification card to declare, the system will automatically issue a code identical to this code, and at the same time connect the VssID account - digital social insurance and the VneID electronic identification account.
Ensuring the rights of participants and policy beneficiaries
In essence, before August 1, 2025, with the synchronization of the insurance database with the national population database, each person participating in social insurance, health insurance, and unemployment insurance will have two parallel codes on the Vietnam Social Security system. That is information about the social insurance code and the personal identification number/citizen identification card.
Therefore, in recent times, people can use their social insurance number or just use their citizen identification card to carry out medical examination and treatment procedures, helping to simplify procedures, save time and costs. Currently, nationwide, 100% of medical examination and treatment facilities covered by health insurance, with about 13,000 facilities, have implemented medical examination and treatment covered by health insurance using chip-embedded citizen identification cards.
In the first 6 months of 2025, nationwide, there were more than 237.5 million successful searches for health insurance card information using personal identification numbers/citizen identification cards to serve health insurance examination and treatment procedures, an increase of 83.7 million searches compared to December 31, 2024.
Therefore, the regulation on using personal identification numbers/citizen identification cards to replace social insurance codes from August 1, 2025 does not affect the rights of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies.
The unification of these two codes aims to help people and workers not have to remember many codes, easily look up information, perform online procedures, and reduce administrative paperwork.

According to previous regulations, the social insurance code (10 digits) is the unique personal identification number of the participant issued by the social insurance agency to manage the process of paying and enjoying social insurance regimes. Each social insurance participant has a unique code, not duplicated with anyone else.
This code is printed on the social insurance book and health insurance card, and is also the basis for looking up information on payment and enjoyment of social insurance, health insurance, and unemployment insurance regimes easily and quickly for both employees and relevant agencies.
