DTO - On the morning of December 9, at Sen Hong Hall, comrades: Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Phan Van Thang - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Thien Nghia - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the 19th meeting of the Provincial Party Executive Committee (term XI).
Attending the Conference were members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee, members of the Provincial Party Committee's Inspection Commission; leaders of Party committees under the Provincial Party Committee and departments, branches, sectors, and socio- political organizations of the province.
View of the 19th Provincial Party Executive Committee Conference (term XI)
At the Conference, the Provincial Party Committee Standing Committee submitted to the Provincial Party Committee the following documents: the draft Report on the implementation results of the 2024 Action Program and the draft Action Program for 2025 of the Provincial Party Committee, term XI, in conjunction with the implementation of Conclusion No. 97 of the Party Central Committee, term XIII; report on the implementation results of Resolution No. 18 dated October 25, 2017 of the Party Central Committee, term XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" (abbreviated as Resolution No. 18).
Comrade Le Thi Kim Loan - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department presented the Report on the draft Report on the implementation results of the 2024 Action Program and the draft Action Program for 2025 of the Provincial Party Executive Committee.
According to the Provincial Party Committee, implementing Action Program No. 68 of the Provincial Party Committee in 2024 in conjunction with implementing Conclusion No. 64 of the 13th Party Central Committee, the Provincial Party Committee focused on disseminating and deploying to Party committees and organizations at all levels. At the same time, leading the implementation throughout the Provincial Party Committee achieved many important results; most of the targets were achieved and exceeded the plan. Notably, the Provincial Party Committee admitted 2,719/1,900 new Party members (reaching 143.11%); budget revenue in the province reached VND 9,675 billion (exceeding 104.41% of the estimate); attracting newly registered investment capital of more than VND 5,400 billion... Besides the achieved results, 2/13 economic targets were not achieved as planned (economic growth rate and capital mobilization for development investment compared to GRDP).
Comrade Tran Van Cuong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee presented the report on the implementation results of Resolution No. 18 of the 12th Party Central Committee.
Regarding the draft Action Program for 2025, the Provincial Party Committee has set out 16 targets in the fields of economy, environment, culture and society to focus on leading implementation such as: GRDP growth rate in 2025 increases by 7.5%; budget revenue in the area reaches 10,100 billion VND; the rate of new party members reaches 3 - 4% of the total number of party members of the Provincial Party Committee... Regarding the plan to arrange and streamline the apparatus of the political system in the spirit of Resolution No. 18, the province arranges, merges and terminates the operations of provincial and district-level units in sync with the Central Government. At the same time, it is expected to reduce at least 12 focal points under the Provincial Party Committee, 36 focal points under the district-level Party Committee; 11 focal points, 22 internal apparatus organizations under the Provincial People's Committee and 31 focal points under the district-level People's Committee.

After listening to the Reports of the Provincial Party Committee, the delegates focused on discussing the results achieved and the remaining limitations in implementing the 2024 Action Program. In particular, analyzing and clarifying the reasons for some targets that have not been achieved, especially the GRDP growth rate. The delegates highly agreed with the goals and targets in the 2025 Action Program of the Provincial Party Committee; proposed many solutions to increase the budget collection rate, promote administrative procedure reform in calling for investment, speed up the progress of key projects and works... contributing to achieving the set GRDP growth target. At the same time, the delegates agreed and highly agreed with the policy of arranging and streamlining the apparatus of the political system according to the direction of the Central Government; recommended that the Provincial Party Committee lead and direct specialized agencies to guide and support agencies, units and localities to ensure implementation in accordance with regulations, on schedule and effectively...
Comrade Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee delivered a concluding speech at the Conference.
Concluding the Conference, Comrade Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized that 2025 is the year to summarize the resolutions, directives and conclusions of the Central and Provincial Party Committees; the year to focus on leading the organization of Party Congresses at all levels in the province towards the 14th National Congress of the Party. With that meaning, Secretary of the Provincial Party Committee Le Quoc Phong requested Party committees, Party organizations, units and localities to focus on concretizing the 2025 Action Program of the Provincial Party Committee in line with reality and setting out breakthrough tasks and solutions; being resolute in leadership, direction and operation; ensuring the synchronous implementation of Party building work associated with the determination to achieve socio-economic development goals.
The Provincial Party Secretary said that Resolution No. 18 is a major policy of the Politburo and the Secretariat towards streamlining the apparatus and operating strongly, effectively and efficiently. Therefore, the province will establish a Steering Committee to lead and direct the implementation of Resolution No. 18 and request that agencies and units that are expected to be reorganized and streamlined stop all activities of mobilizing, rotating and assigning cadres. Along with that, each comrade in the Party Committee must fully understand this spirit to quickly implement according to a specific roadmap; the work of arranging, merging and ending activities for provincial and district-level units must ensure synchronization with the Central. Provincial Party Secretary Le Quoc Phong thoroughly grasped the goal after the reorganization is to improve the sense of responsibility, work quality of each cadre, civil servant, public employee and the operational efficiency of agencies, units and localities, contributing to bringing development achievements to the Land of Pink Lotus...
