Digital transformation breakthroughs according to Resolution 57: Doing it genuinely is an act of patriotism.

In the context of the ongoing Fourth Industrial Revolution, digital transformation has become an essential requirement and a driving force for national development.

Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo identified the development of science and technology and digital transformation as a strategic breakthrough.

For the political system, enhancing the digital capacity of its staff is both an urgent and long-term task to meet the demands of reforming operational methods and administrative procedures.

From "manual work" to "digital thinking"

With a determination to "join" the national digital transformation effort, the Central Committee of the Vietnam Women's Union, in coordination with the Central Committee of the Vietnam Fatherland Front , organized a training course on "Digital Skills and Information Security Trainers for Officials of the Central Committee of the Vietnam Fatherland Front and socio-political organizations".

The training course was specially designed, focusing on the most practical and urgent issues today, such as: the practical application of artificial intelligence (AI) to increase the efficiency of document processing, information synthesis, and innovation in working methods; cybersecurity; data synchronization and shared platforms (the "Digital Front" platform, the Monitoring and Criticism System, the Feedback and Suggestion Receiving System, etc.) to achieve the goal of "accurate, complete, clean, and active" data, ensuring data interoperability and synchronization between the Front and its member organizations.

According to Nguyen Thi Tuyen, Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front, this is an opportunity for officials of the Central Committee of the Vietnam Fatherland Front and political and social organizations to change their mindset, from "manual work" to "digital thinking" and "digital culture."

After the course, each participant will become a positive force, a "digital nucleus" spreading skills and a spirit of innovation within their organization, contributing to building a strong and modern "Digital Front."

To equip officials and civil servants at the commune level nationwide with essential knowledge and skills in science and technology, innovation, and digital transformation, contributing to enhancing the capacity of the most people-oriented government in the context of implementing a two-tiered local government model and promoting national digital transformation, the Ministry of Science and Technology has launched an online training course on the MOOC platform for officials and civil servants at the commune level nationwide.

The system will officially open from 0:00 on December 1st to 24:00 on December 15th, with 24/7 support staff. Students need to complete a minimum of 10 out of 19 modules, including 5 compulsory modules and 5 elective modules.

Upon completion, students will receive a Certificate of Completion for the online course. The software implementation unit has prepared the platform at: https://kns.hocso.vn/.

Trainees can study anytime, anywhere on their computers or phones. This format allows local officials to proactively schedule study time outside of working hours, taking advantage of evenings and weekends, without having to travel far or disrupt their work serving the local community.

Minister of Science and Technology Nguyen Manh Hung noted that the software acts as a trainer and guide, allowing officials at the grassroots level to observe and then provide advice and support. This online learning system needs to be further developed to become an assistant for officials at the commune level.

Collaboration promotes the innovation ecosystem.

To practically implement Resolution No. 57/NQ-TW, the Ministry of Science and Technology has partnered with various sectors and localities to deploy many successful digital transformation models. On December 3rd, in Dien Bien Phu ward, Dien Bien province, in coordination with the Ministry of Science and Technology, organized a workshop to promote trade, investment, and digital technology products under the "Make in Vietnam" initiative, boosting the development of the digital economy and digital transformation for businesses in the Northwest region.

Several important cooperation agreements were signed at the conference, including cooperation in digital capacity training for small and medium-sized enterprises; coordinated communication to promote science and technology, innovation, and digital transformation; and cooperation in supporting digital technology businesses to develop "Make in Vietnam" products for local areas.

These agreements are considered to create a long-term cooperation framework, contributing to the promotion of the innovation ecosystem in the Northwest region.

Deputy Minister of Science and Technology Bui Hoang Phuong emphasized that digital technology and innovation will be key to helping the Northwest region overcome geographical, infrastructure, and resource limitations.

Digital solutions developed by Vietnamese businesses are increasingly suited to local conditions and can be easily applied to agricultural production, logistics, tourism, urban management, and even education and healthcare.

Aiming to shorten the path from laboratory to factory, from idea to product, from policy to market, the Department of Startups and Technology Enterprises (Ministry of Science and Technology) in collaboration with the Vietnam Association of Science and Technology Enterprises is organizing the first "New Era Alliance of Enterprises and Intellectuals in Science and Technology" Summit.

Mr. Tran Xuan Dich, Deputy Director of the Department of Startups and Technology Enterprises, stated that the conference was not simply a policy workshop but a gathering of "three stakeholders": the State, scientists, and businesses. Standing alone, each stakeholder would face many difficulties, but when combined, they will create a solid "development triangle" for the innovation ecosystem.

In this process, the State creates institutions, policies, and support programs; scientists generate knowledge and technology from research institutes and universities; and businesses bring knowledge and technology into life, solving practical problems in production and business.

The conference's message, "Doing things right is patriotic," was conveyed by representatives from businesses operating in the fields of high-tech agriculture, new materials, environment, pharmaceuticals-biotechnology, logistics, and education. They shared their journeys in bringing technology from the laboratory to the market, the challenges of capital, competition, experiences in building science and technology business models in the new context, and opportunities for cooperation to bridge the gap between research and application.

In science, technology, and innovation, "doing it right" means conducting genuine research to solve real problems for the country, businesses, and people; "investing right" means daring to invest capital in research and development, experimentation, and accepting risks; "using policies right" means proactively utilizing the tools issued by the State; and "connecting right" means honest, mutually beneficial cooperation.

As state management agencies, the Ministry of Science and Technology and the provincial Departments of Science and Technology are committed to further improving the controlled testing (sandbox) mechanism for new models and products; simplifying procedures to enable businesses and scientists to access funds and support programs more quickly and transparently; and listening to and collaborating with specific proposals from the Alliance of Entrepreneurs and Intellectuals in Science and Technology.
