Breakthrough in land auction procedures in Me Linh

The Me Linh District Land Development Center has just issued a notice regarding the issuance, sale, and acceptance of auction applications for the land use rights of 80 plots of land in Chu Tran village, Tien Thinh commune.

The land plots offered for auction range in size from 83.7m2 to 297.1m2, with starting prices from 23.2 million VND/m2 to 31.9 million VND/m2. The deposit required to participate in the auction ranges from 417.6 million VND to 945.5 million VND. The auction will be held on December 30th.

Recently, Me Linh district organized a simultaneous auction of many prime land plots with complete and modern infrastructure, aiming to generate budget revenue for infrastructure development and socio-economic growth.

Recently, two land use rights auctions for 33 plots of land at location X2, Kim Hoa commune, were successfully held, generating nearly 100 billion VND for the state budget.

The auction sites in Me Linh district are all located in the central areas of communes and towns, near transportation routes and urban areas.

Specifically, for the 5 plots of land (phase 2) at point X2, residential area No. 4, Quang Minh town, after more than an hour of auctioning, all 5 plots were successfully auctioned. The total winning bid amount was over 13 billion VND.

For the 28 plots of land in Bach Da village, Kim Hoa commune, with areas ranging from 79.53m2 to 187.56m2, the starting price was from 24.7 million VND/m2 to 32.8 million VND/m2. As a result, all 28 plots were successfully auctioned at winning prices ranging from 24.9 million VND to 35.2 million VND/m2, a difference of over 3.1 billion VND compared to the starting price, generating over 84 billion VND for the state budget.

On the afternoon of December 21, 2023, in an interview with a reporter from the Natural Resources and Environment Newspaper, Mr. Hoang Anh Tuan, Chairman of the People's Committee of Me Linh District, stated that organizing land auctions in 2023 was the most challenging year compared to recent years. The reason is the sluggish market, which significantly impacted buyer sentiment. Recently, thanks to the attention and support from the Government, especially the Hanoi People's Committee, which authorized districts and communes to proactively determine land prices, the district has focused intensely on land clearance, completing infrastructure for auction areas, and determining land prices that reflect market value. This has created an attractive environment for people to participate in the auctions. To date, the land auction is expected to generate 700 billion VND out of a total target of 535 billion VND, exceeding the assigned plan by 30%.

According to Mr. Tuan, one of the successes in the district's land auction work is the government 's policy and the Hanoi City government's policy of giving the district autonomy. The district is completely independent and not dependent on any city units. Simultaneously, determining land prices in a way that truly reflects the market encourages greater public participation. Furthermore, before the auction, the district proactively selects prime and desirable land locations. Land prices fluctuate over time, so accurate pricing that reflects market factors is crucial. In addition, the District People's Committee regularly organizes investor conferences to introduce and publicly disclose information about the land auction areas...

“In 2024, Hanoi City allocated 706 billion VND to Me Linh district, and we are currently developing a plan for next year's auctions. Currently, there are still plots of land that the district is auctioning, ready to be auctioned off in the first few months of 2024. In the following months, the district will continuously hold auctions and expects to meet and exceed the set targets,” Mr. Tuan emphasized.

It is known that in 2021 and 2022, Me Linh district auctioned off 20 projects with an area of ​​over 36,000 square meters, generating nearly 1,200 billion VND for the budget. In the coming time, Me Linh district plans to organize 7 projects with an auctioned land area of ​​4.8 hectares (corresponding to 462 land plots). By 2025, 14 projects with a total area of ​​11 hectares will be implemented, encompassing approximately 1,000 land plots.
