Handing over the site without receiving compensation
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project passing through Binh Duong is over 52km long, planned with a scale of 6 expressway lanes, aiming to connect from Ho Chi Minh City Ring Road 3 to Chon Thanh town, Binh Phuoc province, creating development momentum for the Southeast region, expanding urban and industrial space, promoting socio -economic development. The project also contributes to realizing the goal of 5,000km of expressway set by the Government in the period of 2021-2030.
Accordingly, Component Project 1 - site clearance has a total investment of VND 8,283,276 billion, passing through 4 localities of Binh Duong province, including Tan Uyen city, Bac Tan Uyen, Phu Giao, Bau Bang districts, with a route length of 45.659km. There are 1,651 households, organizations, and individuals affected; resettlement is expected for 194 cases. The occupied land area is 381.6 hectares, of which the land recovery area is 322.24 hectares. It is expected that the work of land recovery notification, measurement, and counting will be completed in June 2025. In Phu Giao district, there are 5 households with land subject to clearance of the project. Although they have not received compensation, the households have voluntarily handed over the site in advance, with a total area of land handed over in advance of 1.7 hectares.
Mr. Nguyen Tho Quang, in Hamlet 2, Tan Hung Commune, Bau Bang District, shared that his family has more than 5,300 square meters of rubber garden land over 15 years old that is subject to clearance for the expressway project. In the past, the family's income has been based on the rubber garden. However, the family realizes that the investment in building the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway is to serve the interests of the people and promote local economic development, so his family strongly supports the State's policy of building this route. Therefore, although the family has not received compensation for clearance from the State, they are still willing to cut down rubber trees, hand over the site to implement construction, ensuring progress according to the project plan.
Meanwhile, Ms. Pham Thi Thanh Huong, residing in Tan Binh town, Bac Tan Uyen district, has 2 hectares of land in Tan Hung commune, Bau Bang district that is subject to clearance for the project. Before the State's road construction policy, Ms. Huong's family agreed and handed over the land. Recently, to promptly acknowledge the cooperation with the locality, pioneering in handing over the compensation and clearance site of the expressway project, and at the same time creating a spread among the people, the People's Committee of Bau Bang district awarded a certificate of merit to Ms. Pham Thi Thanh Huong's household. Ms. Huong shared: "My family has just received a certificate of merit from the Bau Bang district government. The family is very excited and happy with the attention and encouragement of the local leaders. My family really hopes that the road will be completed soon to develop the local economy."
Mr. Pham Hoang Dung, Vice Chairman of Tan Long Commune People's Committee, Phu Giao District, said that in implementing the project, the locality has publicized and posted project information, and actively promoted and mobilized households with land subject to compensation to understand the project's investment objectives and the State's support policies. The people are very in agreement and support the State's policy. The State's compensation price is currently very good, so people basically agree with the compensation price.
Determined to ensure construction progress
To ensure that capital disbursement in 2025 is arranged for the project, ensuring the construction site for Component Project 1 - Site clearance for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project, the Provincial Traffic Construction Investment Project Management Board recommends that the Provincial People's Committee direct localities to urge affiliated units to speed up the progress of measurement, counting, and posting; at the same time, consult people's opinions on compensation plans to approve compensation plans for cases of consensus without having to wait for the end of the posting period to complete the 100-day and night peak plan to compete for disbursement of the public investment capital plan in 2025 and ensure the progress of compensation and site clearance according to the general plan of the Provincial People's Committee; Recommend the Provincial People's Committee to direct relevant units to develop a plan for compensation, support, resettlement and a timeline for site handover to the Provincial Traffic Construction Investment Project Management Board for synthesis and reporting to the Provincial People's Committee.
Mr. Nguyen Van Toan Nho, Deputy Director of the Provincial Land Fund Development Center, said that in Phu Giao district, the unit has so far completed the measurement and inventory work, implemented through the Compensation Council for over 300 households. With a large area but the project received high consensus from the people, the center is determined to complete the compensation work in June 2025, before implementing the 2-level government.
“To speed up the progress, the Provincial Land Fund Development Center continues to mobilize some remaining households who have not agreed to receive compensation. Currently, more and more households have agreed to hand over the land even though they have not received compensation. This is very meaningful and contributes to creating a strong spread among the people,” said Mr. Nguyen Van Toan Nho.
| Recently, at an online meeting with localities to listen to reports on the progress of compensation and site clearance for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project, Mr. Bui Minh Thanh, Vice Chairman of the Provincial People's Committee, requested localities to accelerate the implementation of compensation and site clearance for the project; speed up the progress of measurement, counting, and the construction of unit prices for compensation; strengthen propaganda and mobilization work so that people understand and agree to implement. The Vice Chairman of the Provincial People's Committee requested localities and investors to pay attention to arranging resettlement land funds to ensure stable lives for people in the area of clearance. |
