Quang Nam's public investment projects are racing to disburse funds.

New project developments

The investment project for a surface water collection system at the Tam Xuan 2 waste treatment plant (Nui Thanh district) is one of 19 new projects to be started in 2024, with the Provincial Investment and Construction Project Management Board as the investor, and has already been implemented on the ground. According to the investor, these 19 projects have a total investment of VND 1,184.7 billion.

Besides the commencement of the surface water collection system at the Tam Xuan 2 waste treatment plant, there are 5 projects currently in the contractor selection process; 4 projects have submitted their contractor selection plans for approval; 1 project has submitted its construction drawings and cost estimates for approval; and 1 project is in the process of preparing its construction drawings and cost estimates.

In addition, the unit is urgently finalizing the dossiers for 4 projects to submit for investment project approval; and at the same time, submitting for approval the adjustment of investment policies for 3 other projects.

Of the 19 new projects scheduled to begin this year, 10 involve renovation, upgrading, or construction related to schools.

Regarding the progress of project preparation, Mr. Tran Duy Phuc, Deputy Director of the Provincial Investment and Construction Project Management Board, shared that the Luong Thuc Ky High School project (Ai Nghia town, Dai Loc district) has a total investment of 60 billion VND.

According to Mr. Huynh Xuan Son, in 2024, the Provincial Investment and Construction Project Management Board will implement 55 projects/works. Of these, 13 projects are undergoing final settlement procedures; 23 works will be carried over to 2024; and 19 projects are expected to start construction.

The unit is currently clarifying the documents to negotiate and sign a contract with the construction contractor. Located in Thanh My town (Nam Giang district), To Huu High School will also be renovated and upgraded. The project is currently in the preparatory phase for selecting a construction contractor.

In the healthcare sector, the project to build, upgrade, renovate, and purchase equipment for 76 commune-level health stations, with a total capital of 197 billion VND, has shown remarkable progress.

By March 2024, 43 stations had been assessed and had their construction drawings and cost estimates approved; of which, contracts for construction were negotiated and signed for 15 stations.

In Tam Ky, the provincial capital, Quang Nam General Hospital will continue its renovation, upgrading, and expansion with a capital investment of 210 billion VND. The project is currently in the stage of developing a detailed site plan and preparing an investment project.

Promote existing projects

According to Mr. Huynh Xuan Son, Director of the Provincial Investment and Construction Project Management Board, the project, under his unit's management, includes 23 ongoing construction works to be carried over to 2024 (total investment of VND 9,454.6 billion). Of these, 15 works are expected to be completed in 2024, while the remaining 8 will be completed after 2024.

Notably, the projects scheduled for completion in 2024 include the construction, upgrading, and renovation of five district-level medical centers. Upon completion and commissioning, these facilities will enhance infrastructure, improve the quality of medical examinations, treatment, and healthcare for the people, and alleviate the burden on higher-level hospitals.

Currently, contractors are constructing 4 out of 5 medical centers, including Nam Giang, Tien Phuoc, Dai Loc, and Nui Thanh; the Que Son District Medical Center, however, is awaiting land handover before construction can begin.

After a long delay due to land clearance issues, the project to repair and restore the section from km0 to km1+700 of the old DT609 road has been restarted by the Provincial Investment and Construction Project Management Board.

Mr. Tran Duy Phuc informed that Dien Ban town has recently resolved some important "bottlenecks" regarding land clearance for the project.

The contractor stated that the aforementioned section of road passes through the territories of Vinh Dien and Dien An wards. After several construction phases (after land acquisition), the contractor carried out the work in stages across multiple locations.

As of the morning of April 2nd, 2024, Dien An ward still had land clearance issues related to 3 houses with a length of approximately 30m; Vinh Dien ward had not yet cleared the first 50m of the route. The contractor requested the town to continue paying attention to clearing the remaining "bottlenecks" in order to complete the project.

Representatives of the investors shared that many projects aiming for completion after 2024 are also facing obstacles related to land clearance (which is the responsibility of the local authorities).

Regarding the appraisal, approval, and implementation of projects involving medical equipment, the investor requests that the Provincial People's Committee direct and urge relevant departments and agencies to provide guidance on implementation.

For example, establishing a council to select equipment configurations, especially selecting a unit to appraise the value of medical equipment as a basis for approving the budget for the procurement and installation of medical equipment through bidding, and sending a document to the Ministry of Health to issue guidelines or a circular replacing Circular No. 14 dated June 30, 2023. Expediting the approval and adjustment of the contractor selection plan submitted by the unit to provide a basis for implementing the next steps.
