Tho Xuan Town Road Project to Lam Son - Sao Vang is stuck with land acquisition problems

Thanh Hoa Provincial People's Committee has just issued a Decision on approving the adjustment of the investment project to build the road from Tho Xuan town to Lam Son - Sao Vang urban area, Tho Xuan district. In which, many items are adjusted such as implementation progress, cost items...

Accordingly, the total investment of the project remains unchanged at VND 316,878 billion. However, the investment structure of the items has changed. Specifically, the compensation cost for site clearance is VND 109,000,000,000; Construction cost is VND 191,287,965,000; Project management cost is VND 2,262,067,000; Construction investment consulting cost is VND 7,098,570,000; Other costs are VND 2,387,963,000; Contingency cost is VND 4,841,435,000. At the same time, the project implementation time is also adjusted from the content of no more than 5 years (from 2019-2023) to completion in June 2025.

In addition, Thanh Hoa province also agreed in principle to adjust the implementation time of the contract package No. 7 for construction (including construction insurance costs and costs for returning offline public roads for construction); package No. 8 for construction supervision consultancy of the project Road from Tho Xuan town to Lam Son - Sao Vang urban area, Tho Xuan district.

Tho Xuan District People's Committee is determined to ensure the completion of the entire project within the extended time (June 2025) and must be responsible before the law and the Chairman of the Provincial People's Committee for its decision.

The reason for the adjustment is explained as due to fluctuations in the site clearance process (increase in land prices, increase in residential land area, increase in compensation costs for architectural assets, etc.), so the actual site clearance cost of the project increased compared to the site clearance cost in the total approved investment. At the same time, during the project implementation process, due to difficulties in site clearance and the need to adjust and supplement some items to suit the actual situation, so far the project has not been able to complete construction according to the time approved by the Chairman of the Provincial People's Committee in Decision No. 4528/QD-UBND dated October 31, 2019 (from 2019 - 2023).

Therefore, in order for the project to be implemented according to regulations, project adjustment (adjustment of item structure in total investment due to increase in compensation cost for site clearance; adjustment of implementation time) is appropriate and necessary.

Previously, the project had the following basic initial investment structure: Compensation cost for site clearance was 63,391,740,000 VND; Construction cost was 201,289,645,000 VND; Project management cost was 2,380,342,000 VND...

According to the current status report, the project has 6 remaining households with about 50m within the scope of the intersection at Km0+00, which is being implemented and is expected to be completed before December 31, 2024, due to the need to build a resettlement area.

The project has also completed the following items: Roadbed, crushed stone foundation, asphalt concrete pavement with a total length of 5.0/5.2km; horizontal and vertical drainage systems, technical trenches; 04/04 bridges (Ba Lang bridge, Chi Giang bridge, Tieu Thuy bridge, Suoi Rao bridge); sidewalk paving from Km0+050 - Km1+400; lighting from Km0+050 - Km5+00. Construction of the final intersection at Km5+200 (in Xuan Sinh commune) is underway.
