
The Khe Lai - Vuc Mau Reservoir Project was approved in June 2009 and started construction in 2010 with a total initial investment of more than 227.8 billion VND.
However, due to many difficulties, especially in terms of capital, the project had to temporarily stop construction since 2017.

It was not until 2021, when the Ministry of Agriculture and Rural Development issued Decision No. 4228/QD-BNN approving the adjustment of phase 1 of the project with a total investment of up to 627 billion VND, that the project was restarted. Of which, construction costs accounted for about 198 billion VND, and nearly 373 billion VND was spent on compensation and site clearance.
Up to now, all important items such as main dam, auxiliary dam, spillway, water intake culvert and canal system more than 8 km long connecting from Khe Lai - Vuc Mau reservoir have been completed.
According to Mr. Vu Quy Phat - Director of the Project Management Board for Investment in Construction of Works and Rural Development of Nghe An Province, the project has been completed and is currently entering the technical inspection phase to ensure safety before being officially handed over to the Bac Irrigation Company Limited in May 2025. It is expected that Khe Lai - Vuc Mau Lake will begin to accumulate water during the flood season this year and come into service in the same year.

When put into operation, Khe Lai - Vuc Mau reservoir will provide effective irrigation water for 3,431 hectares of cultivated land, providing domestic water for nearly 40,000 people in Hoang Mai town and Quynh Luu district. In addition, the reservoir will also provide about 6.8 million m³ of water per year for industrial zones and create water sources for 400 hectares of aquaculture.
