Doc Da Trang Industrial Park Project: Resolutely and urgently clearing the land

On the afternoon of July 29, Mr. Nghiem Xuan Thanh - Member of the Party Central Committee, Secretary of the Provincial Party Committee led a working delegation to inspect the implementation of site clearance for the Doc Da Trang Industrial Park (IP) Project (in the area of Bac Ninh Hoa and Van Hung communes). The delegation included Mr. Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee and leaders of relevant departments, branches and sectors.

Dialogue, mobilize people to hand over land

According to the report of the Provincial Land Fund Development Center, the Doc Da Trang Industrial Park Project, invested by Viglacera Yen My Industrial Park Development Joint Stock Company, has a total area of 288 hectares. Phase 1 requires land clearance of nearly 116.3 hectares to organize the groundbreaking ceremony, of which Bac Ninh Hoa commune has an area of more than 47.8 hectares (18 affected cases); Van Hung commune has an area of more than 68.4 hectares (56 affected cases). In addition, there is a resettlement area in Xuan Dong village (Van Hung commune) with an area of more than 2.95 hectares, expected to be arranged for 6 cases in Van Hung commune affected by residential land. Up to now, the Ninh Hoa and Van Ninh Regional Land Fund Development Branch has coordinated with relevant units to complete the inventory of 71/74 cases, the remaining 1 case is absent owner and 2 new cases arise due to land division (in Van Hung commune); Local authorities have completed land origin certification for 71 cases.

In Bac Ninh Hoa commune, the People's Committee of Ninh Hoa town (old) has issued a decision approving compensation and support funds for 18/18 cases with a total amount of nearly 86 billion VND. Up to now, 9 cases have received compensation with a total amount of more than 33.5 billion VND and handed over the site of more than 17.5 hectares (reaching 36.65%); the remaining 9 cases have not agreed to receive money and have not handed over the site. In Van Hung commune, the People's Committee of Van Ninh district (old) has issued a decision approving compensation and support funds for 51/56 cases; the compensation plan has not been approved in 5 cases, including 2 cases of land use rights disputes, 1 case of absentee owners and 2 new cases. Up to now, 49/51 cases have received money and handed over the site with a total area of 63.7 hectares (reaching 93.06%); There are 2 remaining cases that have not received money and have not handed over the premises.

The leader of the Provincial Land Fund Development Center said that for the 9 cases that have not received money and have not handed over the land in Bac Ninh Hoa commune, in the immediate future, the Ninh Hoa Regional Land Fund Development Branch will continue to coordinate with local authorities to organize dialogues, mobilize and persuade households to agree with the State's compensation policies and regulations, and comply with the handover of land for construction implementation. Regarding the opinions of households on support for ponds and assets created for aquaculture, after reviewing legal regulations, there are no specific compensation and support policies. Therefore, the Provincial Land Fund Development Center recommends that the People's Committee of Bac Ninh Hoa commune consider and develop specific support policies based on the new regulations so that the Ninh Hoa Regional Land Fund Development Branch has a basis to develop adjustment and supplement plans for households. In the coming time, the Van Ninh Area Land Fund Development Branch will coordinate with the Van Hung Commune People's Committee to continue to mobilize the remaining 2 cases that have not yet handed over the land; at the same time, consolidate legal documents to deploy the implementation of compulsory land recovery. For cases of ownerless land, disputed land and arising land plots, related units will coordinate with the Van Hung Commune People's Committee to promptly handle according to regulations.

Expected to start construction in August

According to the leaders of the Provincial Economic Zone and Industrial Park Management Board, the Doc Da Trang Industrial Park Project is a key project registered by the Provincial Party Committee and Provincial People's Committee in the list of projects to be started on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025). From now until the end of the year, localities need to focus on reviewing, adjusting, and supplementing compensation and support plans for households; proactively asking for opinions from the Provincial People's Committee if difficulties and problems arise. At the same time, organize dialogues with people, closely review procedures and conduct forced land recovery according to regulations.

At the inspection, Secretary of the Provincial Party Committee Nghiem Xuan Thanh noted that the industrial pillar is the foundation for Khanh Hoa province to achieve double-digit economic growth, in which the Doc Da Trang Industrial Park Project plays a very important role, contributing significantly to the province's economic growth. Therefore, the early completion of site clearance work to hand over to investors to implement the project is a key task that needs to be urgently implemented. The Provincial Party Committee Secretary commended the leaders of Van Hung commune for directing the completion of site clearance on schedule. The Provincial Party Committee Secretary emphasized that to attract investors, there must be two quick steps, including "quick site clearance" and "quick investment procedures". Therefore, localities must urgently review the causes of slow progress, if there are any problems with mechanisms and policies, they must report and propose. Departments and branches must resolve local problems within 3 days; focus on removing problems to proactively use resources and solutions to speed up progress. Communes must establish a land acquisition committee headed by the Party Secretary of the commune, and include the land acquisition content in the resolution... During the resolution process, localities need to pay attention to protecting the maximum interests of the people. The entire political system must be unanimous and determined to complete the land acquisition of nearly 116.3 hectares before August 15 to organize the groundbreaking ceremony in time. Party Secretary Nghiem Xuan Thanh requested the project investor not to invest in phases for this project, urgently complete procedures to adjust the investment certificate, and strive to complete the remaining land acquisition before November 30 to continue implementing the project.
