In 2008, the People's Committee of Vinh Phuc province issued a decision approving the detailed planning at a scale of 1/500 for the Housing Area for low-income people invested by Vietnam Investment, Design and Construction Joint Stock Company (now Videc Group Joint Stock Company) in Tien Phong commune, Me Linh district. The total planned land area is 144,490m2.

After Me Linh merged into Hanoi , in 2017, the Hanoi People's Committee approved the overall adjustment project of the detailed planning scale of 1/500 of the above project (commercial name The Diamond Park). Accordingly, the research area is about 167,691m2, an increase of about 23,201m2 compared to the planning approved by the Vinh Phuc Provincial People's Committee.
The project is divided into 2 areas, including land for schools, land for apartment buildings, social housing, land for townhouses, villas, land for green space, sports, and traffic land. The population is about 4,577 people.

During 2017-2018, the investor built the project infrastructure. The investor also sold 81 villas and townhouses with a total contract value of hundreds of billions of VND.

However, in 2019, the Hanoi People's Committee reported to the Prime Minister after the Hanoi Inspectorate concluded a comprehensive inspection of The Diamond Park project. The comprehensive inspection of this project was carried out under the direction of the Prime Minister at the end of 2018.
In the inspection conclusion, the Hanoi Inspectorate pointed out a number of existing issues and violations by departments and branches of Vinh Phuc province when advising the provincial People's Committee to approve projects; approve planning; procedures for land recovery and land allocation; appoint investors; investor capacity; approve land use fee collection prices; approve investment incentives; determine total investment levels, etc.

For example, regarding planning approval, the project did not establish a detailed planning task of 1/500, violating the regulations of the Ministry of Construction on guidelines for planning appraisal and management. Next, when establishing a detailed planning of 1/500 and being approved by the People's Committee of Vinh Phuc province, the content was different from the 1/2,000 planning of Me Linh New Urban Area, also violating the law.
Regarding the land recovery process, the Hanoi City Inspectorate pointed out that the project had a decision to recover land, allocate land, and carry out compensation and site clearance before the investment permit decision was issued, and there was no record of the handover of boundary markers on site, which was not in accordance with legal regulations.
Violations of the investor's capacity were also pointed out by the Hanoi Inspectorate, such as the stage of approving the investment policy with an initial total investment of 73.9 billion VND, the investor's equity capital was guaranteed according to regulations, but when changing the investment content, increasing the total investment to 134.6 billion VND, the investor's equity capital was still not increased according to the corresponding ratio according to the prescribed minimum ratio but was still accepted by the relevant departments and branches. Allowing investors who do not have sufficient financial capacity is a violation of legal regulations...


After the Hanoi City Inspectorate pointed out a series of violations, up to now, that is, after 4 years, according to Dan Tri 's records, The Diamond Park project is still in a "shelved" state, with grass growing wildly.


People in the area take advantage of vacant land to grow vegetables and graze livestock.

The area that used to be a sales consulting and project introduction area is now deserted, with doors and locks locked.


In addition to the state of abandoned land, many technical infrastructure items in the project are degraded and damaged.

The project is "shelved", but according to a survey by Dan Tri , the land plots at The Diamond Park project are still being advertised on the market with prices ranging from 21-29 million VND/m2, depending on the location. Notably, the current selling price is twice as high as when the project started in 2018-2019.
In a recent report on the inspection and review of the implementation of non-budgetary capital projects using land in Me Linh district, the leader of the Me Linh district People's Committee said that The Diamond Park Me Linh project has not yet adjusted its investment policy, has not completed site clearance, is 8 years behind schedule, and owes 27 billion VND in financial obligations.
Me Linh District People's Committee proposed that Hanoi City People's Committee direct Hanoi Department of Planning and Investment to urgently advise the City People's Committee to adjust the investment policy.
