The project to build a road from To Huu Street to the extended Highway 70 (from Van Phuc village, Ha Dong district to Thap residential group, Dai Mo ward, Nam Tu Liem district) was expected to be completed and put into use in 2020, but until now it is still unfinished.

According to the investigation of the Hanoi Moi Newspaper reporter, since 2016, the project to build the road from To Huu street to the extended road 70, the section from Van Phuc village, Ha Dong district to Thap residential group, Nam Tu Liem district, with the Nam Tu Liem District Construction Investment Project Management Board as the investor representative has started. The project has a total investment of more than 581 billion VND with a total length of 2,067m... It has been nearly 10 years since the commencement date, and to date, the project has only completed about 68% of the volume according to the approved design documents.

The reality of the project shows that the first section of the project (connecting with Highway 70, currently in Van Phuc Ward, Ha Dong District) has not been completed, but because it still has to be opened for people to travel, the area is very dusty, polluted and seriously unsightly. In addition, because only half of the route has been constructed, the left side of the route has not been constructed yet, so the road is very bad, with many "potholes", especially the turn into alley 24 Dai Mo Street, causing difficulties and dangers for people to travel. In particular, the last section of the project (adjacent to the extended Highway 70, going to Aeon Mall Ha Dong) is about 500m long and is also under construction.

Here, the section with the ground has completed most of the construction items and is open to traffic; the section that has not been cleared and has not started construction has caused a bottleneck of about 200m of road, affecting people's travel. It is worth mentioning that this area is densely populated because there are many apartment buildings, schools... but there are no street lights, the road is too bad, so traffic accidents and congestion often occur during rush hour.

Speaking to reporters, Mr. Le Quang Cuong, project officer in charge of the Nam Tu Liem District Construction Investment Project Management Board, said: "The main reason for the project's delay is that the site clearance work has not been completed. Without the site, we have had to temporarily suspend the project construction from the beginning of 2025 until now."

Regarding the progress of site clearance, Deputy Head of Site Clearance Department, Nam Tu Liem District Construction Investment Project Management Board Nguyen Cong Ly said that the total area of land recovered for project implementation is 62,358.4m2 , and to date, the site clearance work for agricultural land, traffic corridor land, irrigation land, etc. has been completed. For residential land of 90 households and individuals on an area of 4,070.2m2 , the district has approved compensation and support plans for 83 households and individuals with an area of 3,873.6m2 . Of which, 75 households and individuals have handed over the site; 6 households and individuals have received compensation and support money, but have not handed over the site because the District People's Committee is carrying out the resettlement land allocation process; 2 households and individuals have not received money, have not handed over the site; 7 households and individuals have not approved compensation and support plans with an area of 196.6m2 .

In addition, there are still 15 graves that have not been moved, of which 12 graves of 5 households and individuals have not agreed to move the graves because the compensation and support prices for moving the graves are low; 3 graves have not been declared.

To resolve the shortcomings in site clearance and speed up the project implementation progress, Mr. Nguyen Cong Ly said that for the remaining 7 households and individuals whose land has not been approved for compensation and support, the investor is coordinating to implement site clearance steps according to regulations; it is expected that in the fourth quarter of 2025, the plan for 7 households and individuals will be approved.

As for the 2 households and individuals who have approved the plan, have not received money and have not handed over the site, the investor will continue to coordinate in propagating and mobilizing. If they deliberately do not comply, the district will enforce land recovery according to regulations. Regarding the 15 graves that have not been moved, the Project Site Clearance Working Group will continue to coordinate with the district's functional agencies, the Party Committee, and the People's Committee of Dai Mo Ward to organize propaganda and mobilize households to move graves, hand over the site for construction, and strive to complete the project in the fourth quarter of 2026.

The project to build the road from To Huu street to the extended road 70, from Van Phuc village, Ha Dong district to Thap residential group, Dai Mo ward, Nam Tu Liem district, is behind schedule, not only wasting the invested budget, but also causing many consequences such as traffic jams, traffic accidents, loss of urban beauty, causing resentment among the people.

Propose that Nam Tu Liem district focus on resolving the existing problems and obstacles in site clearance work, soon bring the project to the finish line, and meet the people's expectations.
