Information from the Ministry of Industry and Trade said that it has basically completed the review, assessment and analysis of the implementation of Decision 53/2012 on the roadmap for applying the blending ratio of biofuels with traditional fuels issued by the Prime Minister.
In particular, the ministry has submitted a report to the Prime Minister asking for approval to develop a decision to replace Decision 53, proposing a new plan to replace the roadmap for using biofuels.
In order to soon promulgate and implement a roadmap for blending and using new biofuels, Minister of Industry and Trade Nguyen Hong Dien assigned the Department of Innovation - Green Transformation and Industrial Promotion to coordinate with relevant units to request the Prime Minister's approval on building a roadmap for blending and using alternative biofuels in accordance with Decision 53, as well as quickly develop a new plan.
The Department of Domestic Market Management and Development is assigned to ensure the supply of base gasoline and ethanol, coordinate with relevant units and associations to review and propose updates to technical regulations for gasoline and oil types.
In particular, manufacturing enterprises and business contacts must prepare facilities, equipment, and vehicles to be ready for production, mixing, transportation, and distribution of E10 biofuel nationwide, expected from January 1, 2026.
Minister Nguyen Hong Dien proposed launching a communication campaign to raise awareness and support for the transition to using E10 gasoline from the beginning of next year.
Regarding the supply of E10 gasoline, Mr. Tran Minh - Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion said that the country currently has 6 alcohol factories, of which 2 factories are operating in Dong Nai and Quang Nam producing about 100,000 m3 per year. If all 6 factories come into operation, the production scale is estimated to reach 500,000 m3.
"To ensure supply when this roadmap is issued, biofuel supply will need 1-1.5 million m3. The remaining shortage will be imported from abroad, with abundant sources from the US, Argentina..." - Mr. Minh informed.
Previously, on November 22, 2012, the Prime Minister issued Decision No. 53/2012/QD-TTg regulating the roadmap for applying the blending ratio of biofuels with traditional fuels.
Accordingly, from December 1, 2014, gasoline produced, mixed, and sold for use in road vehicles consumed in 7 major cities and provinces, including Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Quang Ngai, and Ba Ria - Vung Tau must be E5 gasoline.
From December 1, 2015, E5 gasoline will be consumed nationwide. From December 1, 2016, E10 gasoline will be used in 7 provinces and cities and applied nationwide from December 1, 2017.
