Overcoming difficulties to become a key economic sector
In the early days of the 2020-2025 term, Hanoi streets were unusually deserted as Covid-19 raged. The Old Quarter was quiet, hotels were closed, and thousands of tourism workers lost their jobs. Implementing the Resolution of the 13th National Party Congress, the Resolution of the 17th National Party Congress of the City for the 2020-2025 term, along with implementing Resolution 82/NQ-CP dated May 18, 2023 of the Government on solutions to accelerate recovery and tourism development; Directive 08/CT-TTg dated February 23, 2024 of the Prime Minister on comprehensive, fast and sustainable tourism development in the coming time; and the directions of the Standing Committee of the City Party Committee and the City People's Committee, Hanoi has focused on many specific solutions to develop tourism after the Covid-19 pandemic.
In particular, the City continues to effectively implement Resolution 09-NQ/TU dated February 22, 2022 of the Hanoi Party Committee on developing cultural industries in the capital for the period 2021 - 2025, orientation to 2030, vision to 2045; Program 06-CTr/TU of the Hanoi Party Committee on "Cultural development, improving the quality of human resources, building elegant and civilized Hanoians".

With determination and extraordinary efforts, the capital's tourism industry has gradually recovered, and now, is shining brighter than ever. The numbers speak for themselves when in 2024, Hanoi welcomed 27.88 million visitors, an increase of 12.7% over the previous year. Of which, international visitors increased impressively by 34.4% to 6.35 million, while domestic visitors also grew steadily by 7.5% to 21.51 million. Total revenue from tourism reached 110.66 trillion VND, an increase of 18.5% - a number that many localities only dare to dream of.
But the real mark came in September 2025 – the National Day holiday on September 2. Hanoi welcomed 4.17 million visitors, nearly double the same period in 2024. International visitors reached 666.7 thousand (up 46.8%), domestic visitors 3.5 million (doubled). Total revenue from tourism is estimated at 12 trillion VND, up 46.1%. These numbers are not just dry statistics, but proof of the tourist attraction of the thousand-year-old capital.
To achieve these achievements, during the 2020-2025 term, Hanoi has built a proud tourism infrastructure system. Currently, the capital has 3,761 accommodation establishments with a total of 71,256 rooms - from luxurious 5-star hotels to cozy homestays. Of which, 23 hotels and 6 5-star apartment buildings, along with dozens of 4- and 3-star establishments are ready to welcome tourists from all over the world. In addition, Hanoi also has 2,035 international travel agencies, 493 domestic travel agencies, and 32 tourist transport businesses. A team of more than 8,600 professional tour guides - "cultural ambassadors" - are telling tourists day and night about the thousand-year history and unique culture of Thang Long - Hanoi.
Make difference attractive
What makes Hanoi tourism different is the way the capital exploits and honors cultural and heritage values. It is no coincidence that Hanoi has been continuously honored as "Vietnam's Leading Cultural Destination" for 3 consecutive years 2022 - 2024. At historical sites, it seems to be wearing a new coat with attractive tours. For example, the "Sacred Night" tour at Hoa Lo Prison, visitors not only hear stories about history but also feel the indomitable spirit of revolutionary soldiers. Or "Decoding Thang Long Imperial Citadel", the program takes visitors back in time to the 1,000-year-old capital, discovering the mysteries hidden in each layer of soil, each ancient brick. The "Quintessence of Dao Hoc" program at the Temple of Literature - Quoc Tu Giam recreates the atmosphere of the past, when Confucian scholars wearing Ao Dai walked under the trees, in the middle of the examination stage. Meanwhile, “Ngoc Son – Mysterious Night” offers a magical experience in the middle of Hoan Kiem Lake, shimmering with lights… These tourism products not only attract visitors during the holidays but also create a lasting attraction, turning each trip into a memorable cultural journey.
In addition to tourism products at historical sites, suburban districts such as Soc Son develop sports tourism, Ba Vi focuses on community tourism combined with health care. The community destination of Ban Mien in Ba Vi has become a typical model, helping tourists experience living with local people. In addition, the tourist route "Nam Thang Long Heritage Road" connecting Hanoi Center - Thanh Oai - Ung Hoa - My Duc opens a new direction, exploiting the tourism potential of suburban areas. River tourism along the Red River, the route Chuong Duong Do - Bat Trang - Chu Dong Tu Temple promises to bring a new perspective of the capital from the mother river...
The relentless efforts have been recognized. For 3 consecutive years 2022 - 2024, Hanoi was honored to receive awards from the World Travel Awards - "Oscar of the world tourism industry" - with the titles: Vietnam's Leading Cultural Destination, Asia's Leading City Destination 2024, Asia's Leading Short-Term City Destination 2024. These awards are not only the pride of the tourism industry but also of all the people of the Capital. They affirm that Hanoi is not only beautiful in the eyes of Vietnamese people but also shines on the world tourism map.
During the 17th term of the City Party Congress (2020-2025), it can be seen that the Hanoi tourism industry has overcome many challenges to accelerate as it is today. In particular, September 2025 with a record number of 4.17 million visitors and revenue of 12 trillion VND is the driving force for the capital's tourism industry to continue moving forward. With a solid foundation built, a professional team, unique products and the application of modern technology, Hanoi can completely rise to become a leading destination not only in Asia but also in the world.
Director of Hanoi Department of Tourism Dang Huong Giang said that to maintain growth momentum, Hanoi aims to both improve the effectiveness of state management, develop new products, and strongly promote the image of the capital. Management work focuses on building a safe, civilized, and friendly tourism environment; controlling service quality, preventing haggling, price gouging, and unsanitary conditions, while strengthening security, preventing social evils, epidemics, and fires. The city also focuses on coordinating information between managers, businesses, and destinations to promptly forecast and adjust policies to suit reality.
Regarding tourism products, Hanoi aims for diversity and uniqueness. The city promotes agricultural and rural tourism; community tourism associated with traditional culture; develops night tourism, adventure sports tourism, and virtual reality technology-based experiential tourism. In particular, MICE tourism is identified as a spearhead in resorts and golf courses, combined with the organization of cultural, sports, political, and international events. At the same time, Hanoi encourages the formation of entertainment complexes, hotels and hospitals, the development of the night-time economy, and green, sustainable tourism.
With the targets and objectives set out in the Resolution of the 17th Party Congress, the tourism industry has successfully completed. Entering the 2025-2030 term, the capital's tourism industry will coordinate with all levels of the industry to improve tourism products and services associated with the cultural industry so that tourism can truly become the spearhead economic sector of the capital. |
