The synchronized connection of population, land, and civil registration data, along with an electronic record reuse rate exceeding 97%, is the result of achieving the goal of "each piece of information only needs to be declared once." This is a breakthrough in administrative reform, contributing to increased satisfaction among citizens and businesses in the province.

At the Chiềng Cơi Ward Public Administrative Service Center to register her child's birth, Ms. Hà Thị Mai from Buổn village shared: "The staff only asked for my citizen ID card. My husband and I already had our information in the system, so we hardly had to fill it out again. The procedure was very quick, and I was very surprised that the electronic birth certificate was immediately synchronized with my child's residence and health insurance data. It's really convenient."

Similarly, at the Tuong Ha Commune Public Administrative Service Center, a quick and orderly working atmosphere was observed. Citizens only needed their citizen identification cards for officials to look up information on the system. Having just completed the land registration procedure, Mr. Hoang Van Nam from Lien Hop village, Tuong Ha commune, said: "At the end of last year, during the '90-Day Land Data Cleaning Campaign,' the local government collected, digitized, and standardized my family's land information onto the data system. Because the information, including address and current land plot status, was updated synchronously, I was able to complete land-related procedures very quickly. All personal and land plot information was automatically updated from the population and land data system. Officials only needed to look it up for verification and processing. Tax obligations were also submitted online, so I didn't have to travel as much as before, saving a lot of time."

Citizens no longer need to carry thick stacks of documents with numerous notarized photocopies when conducting administrative procedures at public service points throughout the province. Instead, they only need to bring their citizen identification card or a phone with a VNeID account. Currently, data integration is creating a clear transformation in the handling of administrative procedures in the province. From civil registration and residence registration to procedures related to construction, land, business registration, and social security, many types of documents have been synchronized and digitized electronically. In the land sector alone, nearly 1 million land parcels have been synchronized, reaching over 85%; social insurance data has been verified with the national population database at nearly 100%.

VNPT Son La has deployed and put into operation the technology platform for the Son La Provincial Shared Data Warehouse.

Ms. Thai Thi Kim Ngan, Deputy Director of the Provincial Public Administrative Service Center, shared: Currently, the province's administrative procedure processing information system is interconnected with 23 specialized software systems of central ministries and agencies. The digitization, connection, and especially the reuse of population, civil registration, and land data in subsequent procedures have helped people avoid having to re-declare information they already have. When data is "cleaned" and reused effectively, the procedure processing is faster, errors are reduced, and pressure is eased for both citizens and officials. All procedure processing results are automatically stored in a shared data warehouse, ensuring a 100% reuse rate for eligible procedures.

Data interconnection facilitates faster and more accurate processing of documents, while significantly reducing spatial and temporal barriers. Furthermore, from April 21, 2026, our province officially launched and began operating the Provincial Data Center, marking a significant step in the development of digital infrastructure. The center is built on a shared data warehouse model, connecting and integrating information from departments, agencies, and localities; operating on three digital platforms: a shared data warehouse, an Intelligent Operations Center (IOC), and an open data portal. Initially, 329 data categories from 18 departments and agencies have been integrated into the system, serving areas such as education , health, finance, public services, resolution monitoring, etc., and 276 open data categories that can be publicly shared to serve citizens and businesses. These data sources are collected, standardized, and updated regularly, ensuring they meet the criteria of being "accurate, complete, clean, active, consistent, and shared," providing real-time information to support leaders at all levels in monitoring and managing more effectively.

The decisive and coordinated efforts of all levels and sectors have made Son La one of the leading localities nationwide in the digital data reuse index, with a rate of 97.09%, affirming that data in the province is truly "alive" and actively creating value. The reuse of digital data has created a solid foundation for a comprehensive digital transformation in all public administrative activities in the province.
