Aspiration to become a technology center
Binh Dinh Provincial People's Committee has just issued Plan No. 92/KH-UBND to implement the Project on developing the semiconductor industry, artificial intelligence (AI) and cyber security in the province for the period 2025 - 2030.
Accordingly, Binh Dinh is determined to become an important semiconductor and AI industrial center of Vietnam by 2030 with a series of goals to strive for.
Specifically, the training orientation attracts at least 7,500 human resources in semiconductors, AI, and cybersecurity.
Building Quy Nhon (Binh Dinh) into Vietnam's AI center; bringing Binh Dinh into the top of Vietnam in AI research, development and application, developing a prestigious AI brand in the region.
At the same time, the province will attract and establish at least 10 semiconductor design enterprises, 1 packaging and testing factory; and establish at least 5 startups in the semiconductor field.
According to the plan, the province will build an AI Innovation Center, promote extensive AI application in state agencies and other fields; develop Quang Trung - Binh Dinh Software Park into a concentrated digital technology industrial park, especially in AI and semiconductors.
The province also deployed a 5G mobile broadband network covering 100% of the population, improving connectivity and data transmission capabilities; building Quy Nhon into an important national traffic junction on submarine optical cable lines, contributing to ensuring continuity and security for the national data system.
In this plan, it is noteworthy that Binh Dinh will build a national center for big data storage and high-performance computing in Binh Dinh, supporting AI applications and other technology industries, contributing to sustainable economic development and protecting national security and social order and safety.
Open the door to grow
The effort to turn Binh Dinh into a technology center is also demonstrated through key projects such as Quy Hoa Science Urban Area (242ha), where a "Creative Valley" is gradually forming with the International Center for Interdisciplinary Science and Education (ICISE) as its core.
This is a place where many of the world's leading scientists gather, including 9 Nobel Prize-winning professors and 1 Fields Medal-winning professor.
Not to mention, Binh Dinh continues to invest heavily in large-scale technology projects such as TMA Innovation Park (10.25 hectares), FPT Technology Complex in Quy Nhon (15.99 hectares), Artificial Intelligence Center - Auxiliary Urban Area (93.24 hectares) and Digital Technology Park concentrated in Long Van (177 hectares).
In August 2024, at the Conference "Development Strategy of Artificial Intelligence, Semiconductor and Cyber Security Industry" held in Binh Dinh, FPT Chairman Truong Gia Binh acknowledged that over the years, Binh Dinh has chosen to invest in science, technology and innovation as one of the province's breakthroughs.
Mr. Truong Gia Binh also believes that Binh Dinh will quickly become the center of AI, semiconductors, and cyber security in the region and even the world. To do this, the foundation is education and training.
With the tradition and spirit of the land of martial arts, the Chairman of the Board of Directors of FPT believes that Binh Dinh is holding a once-in-a-lifetime opportunity to create outstanding development for the young generation.
At the same time, we commit to working with Binh Dinh to train and develop AI human resources and attract leading AI experts from Vietnam and the world to Binh Dinh.
Meanwhile, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee shared: After the province's socio-economic development plan was approved, Binh Dinh determined to open doors one by one to create success for the province's socio-economic development.
Accordingly, one of the first doors is to develop AI, semiconductors, cyber security and technology human resources. But this is a thorny path, requiring great determination and also considering this as one of the strategic areas for the province to make a breakthrough.
The head of Binh Dinh province government emphasized that if we want to do technology, we must do it from the root, the root part is students as human resources.
In the short term, policies can be created to attract talents to Binh Dinh, but in the long term, in order for Binh Dinh to master the technology human resources in 5-10 years, it is necessary to train Binh Dinh students to access new technology knowledge and must start right from kindergarten and primary school.
To realize the above strategy, the Chairman of Binh Dinh Provincial People's Committee also requested relevant agencies and units to speed up the completion of the Project on human resource development for the semiconductor, artificial intelligence (AI) and cyber security industries in the province.
In addition, strengthen STEM education in schools and carry out digital transformation in education.
