Not all tourists have the experience and driving skills to conquer the winding mountain passes, dense fog, or trails leading to remote villages. From this need, the "motorbike touring" service, directly driven by local people, emerged. The advantage of local drivers is their understanding of the terrain, their familiarity with every curve and slope, and their knowledge of the best times to admire the clouds and watch the sunrise. However, in the beginning, this type of service developed quite spontaneously, revealing many shortcomings such as inconsistent pricing, vehicles not meeting safety standards, and drivers lacking protective skills and professional tourism knowledge.

Recognizing both the potential and risks of this model, the Department of Culture , Sports and Tourism of Tuyen Quang province has requested travel agencies and motorbike rental businesses to tighten safety regulations when organizing experiential tours. This move comes after authorities assessed that organizing motorbike tours on certain routes and roads still poses many potential accident risks. Specifically, the Department requires that units only provide drivers and vehicles that fully meet road safety requirements. Vehicles serving customers must be regularly maintained and equipped with helmets and other necessary protective equipment before departure.

The provincial tourism sector also strictly prohibits unlicensed travel agencies from independently organizing, promoting, or selling tours. Transportation companies are not allowed to arbitrarily combine passengers, create itineraries contrary to regulations, or change drivers and agreed-upon routes. In the event of an accident or safety incident, the unit must immediately notify the travel agency and relevant authorities for coordinated resolution. Service providers are only allowed to serve customers based on legally valid contracts or agreements, clearly defining the driver, vehicle, route, rest stops, and responsibilities for coordinating incident handling.

At many tourist destinations, motorbike taxi drivers have been organized into groups and teams under the management of local authorities or the tourism area management board. Members are provided with identification uniforms, hotline numbers, and publicly displayed prices for each route, helping to reduce harassment and overcharging of tourists. Vehicles used for transporting passengers also undergo regular inspections of their braking systems, tires, and lighting to ensure they are suitable for the conditions of mountain roads in the highlands.

Lieutenant Kieu Vuong Dong, from the Traffic Police Department of the Provincial Public Security, stated that since the beginning of the year, the unit has implemented many comprehensive solutions to raise awareness of traffic law compliance among road users, especially in tourism activities. Among these, the dissemination and education of traffic laws has been identified as a key task, targeting travel agencies, self-drive car rental businesses, and drivers serving tourists.

Recently, nearly 100 motorbike drivers from Jasmine Tours Ha Giang travel company received training from traffic police officers on road traffic regulations and safe driving skills on the winding mountain passes of the Dong Van Karst Plateau. In Ha Giang 1 and Ha Giang 2 wards, there are approximately 50 businesses offering motorbike rental services and travel agencies serving tourists visiting the Dong Van Karst Plateau. These businesses are inspected and controlled by the Department of Culture, Sports and Tourism and the Provincial Police, ensuring the safety and order of these services.

Standardizing the "motorbike taxi" service is yielding a double benefit. Tourists experience safer and more professional exploration journeys, while local people gain more jobs and a stable source of income, especially young people in ethnic minority areas. Not only does this model help retain tourists through professionalism and friendliness, but it also demonstrates Tuyen Quang province's orientation towards green, sustainable tourism development, placing both locals and tourists at the center.
