In recent days, on many inter-village and inter-commune roads in Lac Son commune, the situation of large trucks causing dust, degrading road surfaces, and posing potential traffic safety risks has prompted the commune's police force to intensify inspections and enforcement. With a proactive approach to prevention and a firm commitment to preventing overloaded and oversized vehicles from operating in a complex manner, the Lac Son commune police are implementing a comprehensive set of solutions to restore traffic safety and order in the area.

Decisive action following the serious accident.

According to observations, Lac Son commune has many roads used for transporting construction materials and agricultural and forestry products, resulting in a significant volume of heavy trucks, especially during early morning and late evening hours. Some vehicles show signs of overloading, causing materials to spill, damaging the road surface, and directly affecting the lives of local residents.

Notably, on the morning of March 26th, at Km 106+450 on National Highway 12B, in the area of ​​Lam Hoa 1 Street, Lac Son Commune, a truck carrying soil with license plate 35C-111.72, driven by Tran Van Khoa (born in 1982, residing in Phong Doanh Commune, Ninh Binh Province), was traveling from Lac Son Commune towards Yen Thuy Commune. Upon reaching the aforementioned location, the truck suddenly overturned, crushing a four-seater car and a motorbike traveling in the opposite direction. The tragic accident resulted in the deaths of two women at the scene.

A serious accident occurred involving a truck towing a trailer in Lam Hoa 1 Street, Lac Son Commune.

Provincial authorities arrived promptly to examine the scene, regulate traffic, and initiate legal proceedings, arresting and detaining the truck driver involved. The incident not only shocked local residents but also raised concerns about the safety risks posed by large-capacity material transport vehicles operating in the area.

Following the accident, the Lac Son commune police, in coordination with other functional forces, reviewed all roads frequently used by trucks and increased patrols and inspections in areas with high potential risks.

The commune police also advised the local Party committee and government to tighten discipline in ensuring traffic safety and protecting road infrastructure. At the same time, they coordinated with the Traffic Police Department to conduct a comprehensive review and inspection of dump trucks and semi-trailer trucks with a load capacity of 15 tons or more operating in the area.

Upon review, 100% of the vehicles on the list in the commune are registered to the owner; there are no vehicles that are not registered to the owner or whose origin is unclear. Authorities inspected 15 vehicles. The inspection results showed that 13 vehicles had correct registration information, the cargo bed dimensions complied with regulations, and the license plates were properly installed; 14 vehicles were still within their service life.

All tractor-trailer trucks operating in the area have been equipped with vehicle tracking devices and are functioning normally. The police have requested vehicle owners and businesses to sign commitments to comply with regulations regarding load limits and cargo covering.

Mr. Bui Van Nam, a resident of Lam Hoa 1 street, shared: “Previously, many trucks carrying soil and stones sped along, kicking up clouds of dust, and the road deteriorated very quickly, especially after the accident where a truck carrying soil overturned, killing two people. We residents were very worried. Since the police increased patrols and cracked down on overloaded and speeding vehicles, this situation has significantly improved, and people can travel more safely.”

Improve compliance awareness among vehicle owners.

In addition to intensifying inspections and enforcement, the Lac Son commune police also focus on propaganda work to raise awareness among vehicle owners, drivers, and residents. Content regarding vehicle load limits, cargo protection, and safeguarding transportation infrastructure is integrated into neighborhood meetings and community activities.

The People's Committee of Lac Son commune is also continuing to coordinate with the police force to review degraded roads and place weight limit signs in some areas that do not meet the conditions for large trucks to circulate. At the same time, they are requiring business owners and material yard owners to sign commitments to strictly comply with regulations on goods transportation, preventing the situation of trucks with illegally modified cargo beds or carrying overloaded cargo that causes traffic safety hazards.

Lieutenant Colonel Bui Van Huy, Head of Lac Son Commune Police, stated: “We focus on propaganda combined with inspection and strict handling of cases of deliberate violations. The commune police have been diligent in collecting, comparing, checking, and compiling data, ensuring it is relatively complete and timely for management and reporting purposes. In particular, we will resolutely handle large trucks operating during peak hours or causing traffic safety hazards, without exception, to prevent the emergence of traffic accident risks.”

According to the new regulations in Circular 73/2024/TT-BCA, effective from January 1, 2025, commune-level police forces are allowed to participate in patrolling, inspecting, and handling traffic violations on roads within their jurisdiction.
