Bringing the relationship between Vietnam, Laos and Cambodia into a new stage of development

The visit took place in the context of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos continuing to develop well. The close and trustworthy political relationship continues to be consolidated. The two sides successfully organized the annual meeting between the two Politburoes and the 46th Session of the Vietnam-Laos Intergovernmental Committee on Bilateral Cooperation in early 2024. The two sides also regularly exchange delegations and contacts at high and all levels; enhance the exchange of theories and experiences in Party building, socio-economic development and international integration.

Economic , trade and investment cooperation between Vietnam and Laos continues to have positive changes. Bilateral trade turnover in the first 5 months of 2024 reached 779.6 million USD, up 11% over the same period in 2023.

The two sides also closely coordinate to implement Vietnam's official development assistance (ODA) projects for Laos. Defense and security cooperation continues to be strengthened in both quality and quantity, through the active implementation of signed protocols and cooperation plans. The fields of cooperation in transport,education and training, culture, people-to-people exchange, etc. are of interest and promoted.

The two countries closely coordinate on regional and international issues of mutual concern; support each other at multilateral forums, especially the United Nations, ASEAN and sub-regional mechanisms. Vietnam actively supports and assists Laos in successfully fulfilling its role as ASEAN Chair in 2024 and Chair of the 45th ASEAN Inter-Parliamentary Assembly (AIPA).

The good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between Vietnam and Cambodia have been firmly maintained. Party-channel cooperation plays a core role in orienting the bilateral relationship. The two sides maintain many high-level contacts, including meetings between the Politburo of the Communist Party of Vietnam and the Standing Committee of the Cambodian People's Party (CPP). Important bilateral cooperation mechanisms are regularly organized and effectively promoted.

In the areas of cooperation between Vietnam and Cambodia, economics, trade and investment are bright spots. Vietnam is currently Cambodia's third largest trading partner in the world and the largest in ASEAN. In the first four months of 2024, bilateral trade turnover reached about 3.9 billion USD, up 16.8% over the same period in 2023.

Defense and security cooperation between Vietnam and Cambodia is increasingly close and substantive. Cooperation in education, transportation, culture-society, tourism, science-technology is focused on and promoted. Exchanges and cooperation between unions and mass organizations are maintained and have innovations in form. The two countries coordinate and support each other at multilateral forums, especially at the United Nations, ASEAN and sub-regional mechanisms.

Building on the achievements of cooperation between Vietnam and its two neighboring countries, Laos and Cambodia, President To Lam's visit will contribute to promoting and implementing high-level agreements, especially the results of annual meetings between the Politburo of the Communist Party of Vietnam and the Politburo of the Lao People's Revolutionary Party and the Standing Committee of the CPP, and meetings between the heads of the three parties of Vietnam, Laos and Cambodia.

In order to implement the foreign policy of the 13th National Party Congress, the visit affirmed that Vietnam gives high priority to the friendly neighborly relations and traditional friendship with Laos and Cambodia. For Laos, the visit demonstrates Vietnam's strong support for the cause of innovation, protection and construction of the Land of a Million Elephants, continuing to foster strategic trust between the two Parties and two States. For the Land of Pagodas, the visit contributes to strengthening strategic trust between the Communist Party of Vietnam and the CPP, as well as between the two countries' senior leaders, especially in the context of Cambodia having a new leadership apparatus.
