Accordingly, voters said that the Ministry of Transport has agreed to stop collecting tolls at BOT station T2 in Thot Not district, Can Tho city from the beginning of 2021. However, up to now, the toll station has not been dismantled, abandoned, degraded, losing urban beauty, not ensuring traffic safety, and high risk of traffic accidents.

Voters recommend that the Ministry of Transport direct the early dismantling of BOT T2 toll station to overcome the above situation.

Responding to this petition, the Ministry of Transport said that the project to renovate and upgrade National Highway 91, section Km14+00 to Km50+889, under the BOT contract, was completed and put into operation in April 2016.

After completion, investors are allowed to collect tolls at stations T1 (Km16+905.83, QL91) and station T2 (Km50+050 QL91) to recover investment capital.

After the opening of Vam Cong bridge in May 2019, vehicles traveling from Dong Thap province to An Giang province on National Highway 80 had to pass through toll station T2 (about 700m of the BOT project) and reacted, obstructing toll collection, causing disorder and insecurity in the area of ​​toll station T2.

The investor has had to stop collecting tolls at station T2 since May 25, 2019, but the project enterprise is still continuing to manage and maintain the above section.

Implementing the conclusions of the National Assembly Standing Committee and the direction of the Government and the Prime Minister, the Ministry of Transport has coordinated with localities to synthesize difficulties and obstacles, develop principles and solutions, and submitted to the Government Standing Committee for consideration and approval of a project to handle difficulties and obstacles in a number of BOT traffic projects, including the T2 toll station project.

At the same time, the Ministry of Transport has coordinated with the State Bank of Vietnam to organize negotiations with investors and credit providing banks to agree on solutions to handle difficulties and obstacles and risk sharing responsibilities of the parties.

Based on the negotiation results and regulations of the revised Law on Investment under the public-private partnership model, the Ministry of Transport is urgently synthesizing and completing the project to submit to competent authorities for consideration and decision.

The Ministry of Transport emphasized that after the competent authority approves the solution to handle the difficulties and obstacles of the project, the Ministry of Transport will direct the Vietnam Road Administration, relevant agencies and units to coordinate with the Investor to immediately dismantle the T2 toll station on National Highway 91 according to regulations, to ensure convenience and safety for people participating in traffic.

Voters in Ba Ria Vung Tau province requested the Ministry of Transport to inform about the cause of the collapse of Phong Chau bridge connecting Tam Nong and Lam Thao districts in Phu Tho province and which management agency is responsible for this incident?

According to the report of the road management agency, the preliminary assessment and cause of the collapse of Phong Chau bridge was due to the impact of super typhoon No. 3 (typhoon Yagi) causing historic floods on the river system of the North, especially on Thao river and Red river, combined with erosion, changes in flow, and changes in riverbed terrain.

To determine the exact cause of the collapse and washing away of pier T7 and 2 main spans (spans 6 and 7 on the right bank of Thao River, in Tam Nong district), the People's Committee of Phu Tho province has established a Phong Chau Bridge Incident Investigation Team to appraise the cause of the incident according to the provisions of Article 46 of Decree 06/2021/ND-CP.

At the same time, the Ministry of Transport assigned the Vietnam Road Administration to provide relevant information and documents to the Phu Tho Provincial Police Investigation Agency and coordinate to resolve the issue when requested.
