Accordingly, voters stated that the Ministry of Transport had agreed to discontinue toll collection at the T2 BOT toll station in Thot Not district, Can Tho city, from the beginning of 2021. However, to date, the toll station has not been dismantled, is abandoned, is deteriorating, detracts from urban aesthetics, does not ensure traffic safety, and poses a high risk of traffic accidents.

Voters have petitioned the Ministry of Transport to direct the early dismantling of the T2 BOT toll station to address the aforementioned issue.

In response to this request, the Ministry of Transport stated that the project to renovate and upgrade National Highway 91 from Km14+00 to Km50+889 under the BOT contract form was completed and put into operation in April 2016.

Upon completion, the investor will be allowed to collect tolls at toll stations T1 (Km16+905.83, National Highway 91) and T2 (Km50+050, National Highway 91) to recover their investment.

After the Vam Cong Bridge opened to traffic in May 2019, vehicles traveling from Dong Thap province to An Giang province via National Highway 80, which had to pass through the T2 toll station (approximately 700m of the BOT project), protested and obstructed toll collection, causing a disruption of security and order in the T2 toll station area.

The investor has had to stop collecting tolls at toll station T2 since May 25, 2019; however, the project company is still continuing to manage and maintain the section of the route.

Following the conclusions of the National Assembly Standing Committee and the directives of the Government and the Prime Minister, the Ministry of Transport has coordinated with localities to compile difficulties and obstacles, develop principles and solutions for handling them, and submitted to the Government Standing Committee for consideration and approval a plan to address difficulties and obstacles in a number of BOT transport projects, including the T2 toll station project.

At the same time, the Ministry of Transport coordinated with the State Bank of Vietnam to hold negotiations with investors and banks providing credit to agree on solutions to address difficulties and obstacles and the responsibilities for sharing risks among the parties.

Based on the results of negotiations and the provisions of the amended Law on Investment under the Public-Private Partnership method, the Ministry of Transport is urgently compiling and finalizing the proposal to submit to the competent authorities for consideration and decision.

The Ministry of Transport emphasized that, after the competent authority approves the solution to address the difficulties and obstacles of the project, the Ministry of Transport will direct the Vietnam Road Administration and relevant agencies and units to coordinate with the investor to immediately dismantle the T2 toll station on National Highway 91 in accordance with regulations, to ensure convenience and safety for people participating in traffic.

Voters in Ba Ria Vung Tau province have requested that the Ministry of Transport provide information on the cause of the collapse of Phong Chau bridge, connecting Tam Nong and Lam Thao districts in Phu Tho province, and which agency is responsible for this incident.

The Ministry of Transport stated that, according to reports from road management agencies, preliminary assessments indicate that the initial cause of the Phong Chau bridge collapse was the impact of Super Typhoon No. 3 (Typhoon Yagi), which caused historically large floods on the river systems of Northern Vietnam, especially on the Thao and Hong rivers, combined with erosion, changes in river flow, and changes in riverbed topography.

To determine the exact cause of the collapse and washing away of pier T7 and two main truss spans (spans 6 and 7 on the right bank of the Thao River, in Tam Nong district), the People's Committee of Phu Tho province established the Phong Chau Bridge Incident Investigation Team to assess the cause of the incident in accordance with Article 46 of Decree 06/2021/ND-CP.

At the same time, the Ministry of Transport assigned the Vietnam Road Administration to provide relevant information and documents to the Criminal Investigation Agency of the Phu Tho Provincial Police and to cooperate in resolving the matter when requested.

"After the official results are available, the Ministry of Transport will continue to provide information to voters interested in the above issue," the Ministry of Transport stated.
