The announcement stated: Recently, Typhoon Yagi (Typhoon No. 3) severely impacted our country, causing immense loss of life and damage to state and private property (total damage estimated at over 40,000 billion VND), affecting socio-economic development, and potentially reducing the national GDP growth rate in 2024 by approximately 0.15%. Once again, the spirit of solidarity, mutual support, compassion, and solidarity among the people and the military, the sense of brotherhood, and the fine traditions of our nation were clearly demonstrated.

In the context of needing to accelerate the implementation of tasks to achieve the goals set by the 13th National Party Congress, including the construction of 3,000km of expressways by 2025; which will serve as a driving force for growth in localities and the entire country, creating new development spaces (service areas, industrial zones, new urban areas, etc.), generating added value for land; reducing transportation costs to enhance the competitiveness of goods; facilitating travel for people and businesses; and moreover, in the current situation where the whole country is working together to overcome the consequences of storms and floods, we must prioritize growth, making the implementation of these projects even more urgent and important. Therefore, the task of promoting public investment, including investment in transportation infrastructure, requires the involvement of the entire political system. Party committees, government agencies, the Fatherland Front, and political and social organizations, according to their assigned functions, duties, and authority, should proactively fulfill their commitments, promises, and words.

To contribute to overcoming the consequences of storms and floods, to help disburse public investment capital, and to create momentum for socio-economic development, ministries, departments, localities, investors, consulting units, and construction contractors, according to their assigned functions and tasks, need to strive to implement projects with the spirit of fulfilling promises, ensuring results and concrete products, paying attention to quality, labor safety, and environmental hygiene; and upholding the spirit of "overcoming the sun and rain, not losing to storms and floods," adapting to nature and unusual weather.

The total number of projects under the Steering Committee's purview is 40 projects/92 component projects across three sectors: road, rail, and aviation; passing through the territories of 48 provinces and cities. To date, 2,021 km of expressways have been completed; approximately 1,700 km of expressways are under construction, and investment preparation is underway to soon begin construction on another 1,400 km of expressways. Thus, the target of completing 3,000 km by 2025 is feasible and achievable, but complacency is necessary, especially given the upcoming unpredictable and unfavorable weather conditions, including storms and other unusual changes.

Recent experience, especially in the fight against the Covid-19 pandemic, the construction of the 500KV circuit 3 section from Quang Trach to Pho Noi, and the implementation of the North-South Expressway (Eastern section) in the 2017-2020 period, shows that although tasks and objectives may be difficult and sometimes seem impossible to achieve, with determination, effort, self-improvement, unity, and the mobilization of combined strength, they can be overcome and triumphed. It is necessary to leverage this experience to effectively implement emulation movements, especially the 500-day emulation campaign to complete 3,000 km of expressways.

Implementing the conclusions of the Steering Committee at the 13th session, to date, ministries, sectors and localities have completed 11 tasks on time as required, are actively implementing 28 tasks which are regular guidance and management work and 01 task which is not yet due. In particular, localities have done well in the tasks assigned by the Steering Committee in investment preparation work such as: (1) Ho Chi Minh City has coordinated with relevant provinces to report to the Prime Minister on the policy of preparing a pre-feasibility study report for the Ho Chi Minh City Ring Road 4 project; (2) Binh Duong Provincial People's Council has adjusted the investment policy for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh project; (3) Cao Bang province has coordinated with the Ministry of Planning and Investment to clarify the appraisal opinions on adjusting the investment policy for the Dong Dang - Tra Linh expressway project; (4) The provinces of Son La, Thai Binh, Lam Dong, and Binh Duong are preparing feasibility study reports for the Hoa Binh - Moc Chau expressway project, the Ninh Binh - Hai Phong section through Nam Dinh, Thai Binh, Tan Phu - Bao Loc, Bao Loc - Lien Khuong, and Ho Chi Minh City - Thu Dau Mot - Chon Thanh sections, closely following the set schedule; (5) Ninh Binh province has approved the Ninh Binh - Hai Phong project section through Ninh Binh. On behalf of the Steering Committee, the Prime Minister commends the decisive spirit and willingness to think and act of the Secretaries and Chairmen of the People's Committees of the above-mentioned provinces, for the goal of promoting the development of local and national transport infrastructure to strive to achieve the goals set by the 13th National Congress of the Party. On behalf of the Steering Committee, the Prime Minister commends and evaluates the Ministries and agencies that have performed well in the tasks assigned by the Steering Committee; At the same time, we commend the spirit of Dak Lak province for its proactive efforts in organizing and implementing the Khanh Hoa - Buon Ma Thuot expressway project (component project No. 3), ensuring its progress.

In addition, some localities need to learn from their experiences regarding the slow implementation of land clearance for key projects. Some localities, such as Tien Giang, Ben Tre, and Vinh Long, are slow in carrying out procedures for granting mining licenses, increasing capacity, and coordinating materials for projects in the South, failing to meet the deadlines set by the Prime Minister and affecting the construction progress of these projects.

The Prime Minister requested that ministries, sectors, and localities urgently implement key tasks to achieve the goals of the "500-day emulation campaign to complete 3,000 km of expressways" launched by the Prime Minister on August 18, 2024, in Dak Lak province. At the same time, it is necessary to build upon the lessons learned from the past period as follows:

Firstly, the lesson regarding leadership, management, direction, and command is that the mindset must be clear, the determination must be high, the effort must be great, the actions must be decisive, focused, and targeted; each task must be completed thoroughly; assignments must be clearly defined in terms of person, task, responsibility, time, product, and result; results must be measurable and quantifiable to facilitate inspection, supervision, and evaluation; and inspection and supervision must be strengthened.

Secondly, leveraging the strength of national unity, mobilizing resources from the entire society, and engaging the entire political system to identify key projects as a central task; Party committees at all levels must participate and provide leadership and guidance; government agencies at all levels must organize implementation; the Fatherland Front, political organizations, and mass mobilization committees, according to their functions and duties, must support and coordinate with investors, project management boards, and contractors, especially in land clearance work, with the spirit of "prompt support, widespread response, unity of purpose, and seamless coordination"; implementing the four on-site principles: on-site command, on-site forces, on-site equipment, and on-site logistics; main contractors should coordinate and collaborate with local subcontractors to leverage their understanding of the terrain and natural conditions of the area, thereby creating jobs and helping local businesses grow and thrive; in the future, they can continue to participate in the implementation of large, important national projects through these localities.

Thirdly, the project owner and construction units must make continuous efforts, be proactive and assertive, demonstrate the capabilities of the transportation sector, and ensure close and effective coordination among state-owned corporations, enterprises at both the central and local levels, state-owned and private enterprises, and main contractors to create favorable conditions and cooperate with local businesses and contractors as subcontractors to gradually grow stronger, with the spirit of "sharing, working together, enjoying together, winning together, developing together, and sharing joy, happiness, and pride."

Fourth, strengthen coordination and cooperation among forces, levels, and sectors; ensure close coordination between agencies and units to guarantee scientific and effective work; have a clear stance and avoid shirking responsibility.

Fifth, while working, we must simultaneously summarize and learn from experience; build and launch a vibrant patriotic emulation movement, arouse national pride, promptly encourage and reward, creating an atmosphere of enthusiastic work, all for the benefit of the nation and people; media and press agencies should strive to do a good job of propaganda, portraying good people and good deeds on the construction site and project, mobilizing the people, creating consensus and unity in implementing the Project. Promptly detect and handle acts of embezzlement and corruption.

The South Thang Long - Tran Hung Dao urban railway line will be completed before October 15, 2024.

In this Notice, the Prime Minister assigns specific tasks to each ministry, sector, and locality for implementation. Specifically, the Prime Minister requests the following regarding investment preparation:

Hanoi and Cao Bang cities are coordinating closely with relevant agencies to expedite the approval of adjustments to the investment policy for the Dong Dang - Tra Linh project and the Nam Thang Long - Tran Hung Dao urban railway project, to be completed before October 15, 2024.

The provinces of Son La, Thai Binh, and Binh Duong are closely following the set plan, coordinating closely with ministries and agencies to complete procedures and promptly approve the feasibility study reports for the Hoa Binh - Moc Chau project (to be completed in October 2024); the Ninh Binh - Hai Phong section through Nam Dinh and Thai Binh under the PPP method (striving for completion in October 2024); and the Ho Chi Minh City - Thu Dau Mot - Chon Thanh project according to the Government's Resolution.

Lam Dong province is urgently implementing the directives of Deputy Prime Minister Tran Hong Ha at the working session on September 4, 2024, reviewing investment plans and promptly approving the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects; to be completed in October 2024.

Ho Chi Minh City is coordinating with ministries and agencies to resolve difficulties and obstacles, and streamline investment procedures so that the investment plan for the Ho Chi Minh City Ring Road 4 project can be submitted to the competent authorities for approval as soon as possible.

The Hanoi City People's Committee is responsible for compiling a report for submission to competent authorities to balance the total investment amount among the component projects of the Ring Road 4 - Hanoi Capital Region construction investment project.

Proactively resolve obstacles in land clearance.

Regarding land clearance, the Prime Minister requested that localities coordinate with investors to develop land clearance implementation plans, focusing on critical road sections to prioritize implementation; Party committees at all levels should directly supervise, and all levels of government should proactively resolve difficulties and obstacles, strengthening public relations work to accelerate land clearance for projects, closely adhering to the schedule required by the Prime Minister in Official Dispatch No. 80/CĐ-TTg, especially for expressway projects planned for completion in 2025.

The provinces of Dong Nai, Khanh Hoa, Tuyen Quang, Da Nang, Hung Yen, Binh Duong, Kien Giang, and Lang Son are mobilizing the entire political system, identifying land clearance as a key task, and are determined to overcome difficulties to accelerate the progress of land clearance work, meeting the schedule for project implementation (the next meeting must see at least a 10-20% improvement in the volume of land clearance work).

Lang Son province proactively worked with the Ministry of Natural Resources and Environment to obtain guidance on procedures for adding land use quotas for transportation infrastructure to the Dong Dang - Tra Linh project, ensuring that the land clearance process is not affected.

Research on using sea sand for projects.

Regarding construction materials, the agencies in charge of the projects proactively seek sources of materials to serve the construction of projects to meet the required progress; closely coordinate with localities with material mines to complete the procedures for granting mine licenses to ensure the supply of embankment materials, so as not to affect the progress of the projects, especially in Dong Nai province and Ho Chi Minh City.

The provinces of Tien Giang, Ben Tre, and Vinh Long are strictly implementing the Prime Minister's directive in Notice No. 335/TB-VPCP dated July 19, 2024, proactively coordinating with ministries and agencies, focusing on resolving difficulties and obstacles, and urgently completing licensing procedures in September 2024 to ensure sufficient supply of materials and capacity to meet project deadlines, prioritizing projects planned for completion in 2025 such as the Can Tho - Ca Mau expressway and the Ho Chi Minh City Ring Road 3 project.

Dong Nai province is accelerating the process of granting mining licenses to contractors at the Bien Hoa - Vung Tau project to ensure mining begins in September 2024.

All provinces should proactively study the use of sea sand for projects to reduce pressure on river sand resources; and promptly report any difficulties or obstacles to Deputy Prime Minister Tran Hong Ha.

Focus on removing construction materials and accelerating the progress of projects.

Regarding construction implementation, investors, contractors, and construction units are working in "3 shifts, 4 teams," "overcoming the sun, conquering the rain, not losing to storms and strong winds," "eating and sleeping quickly," "working day and night," and "only discussing work, not retreating."

The managing agencies direct investors and construction contractors to coordinate with local authorities to resolve difficulties and obstacles related to land clearance, relocation of technical infrastructure, and granting permits for construction materials with the spirit of "overcoming the sun and rain, focusing only on work, not retreating"; proactively securing sources of embankment materials to avoid affecting the set progress; developing a reasonable construction plan suitable to land clearance conditions, material sources, and weather conditions; flexibly organizing construction to suit the weather conditions in areas entering the rainy season; developing scenarios to respond to unusual weather situations such as storms and floods to ensure absolute safety for workers and machinery, and minimize damage caused by storms and floods. The construction work will be organized in three shifts and four teams to complete the 3,000 km projects planned for completion in 2025, in accordance with the Prime Minister's directives. This is especially important for the Ho Chi Minh City Ring Road 3 (sections through Dong Nai and Binh Duong), Bien Hoa - Vung Tau (Dong Nai), and Tuyen Quang - Ha Giang (Tuyen Quang) projects, which are behind schedule. This requires proactive, determined, and extraordinary efforts from the managing agencies, investors, and contractors to ensure the set deadlines are met. This is a goal that must be achieved.

Provinces with low construction progress such as Can Tho, Soc Trang, Bac Ninh, and Hung Yen need to actively and urgently review their entire implementation plan, focus on resolving issues related to construction materials, direct contractors to accelerate construction progress in areas where land is available and for items not affected by material shortages; and review the capacity of construction contractors to promptly handle any delays in implementation according to regulations.

Lang Son and Cao Bang provinces have directed investors to accelerate the progress of design work and construction organization; strictly control implementation, and promptly provide solutions to supplement or replace contractors who do not meet the progress requirements of the BOT contract in order to speed up the construction of the Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects.

Hanoi City and the provinces of Hoa Binh and Son La are accelerating procedures to soon commence the Hanoi Ring Road 4 Project 3 and the Hoa Binh - Moc Chau Expressway (the section through Hoa Binh is scheduled to start construction in September 2024 as planned by the province).

Ho Chi Minh City is closely monitoring the implementation progress to ensure the Ben Thanh - Suoi Tien urban railway project is put into operation on schedule (in November 2024), without any delays.

Proposing urgent projects to repair Phong Chau Bridge.

The Prime Minister requested the Ministry of Transport to continue directing investors and contractors to coordinate with localities to promptly resolve difficulties and obstacles related to land clearance, relocation of technical infrastructure, and supply of construction materials, ensuring sufficient reserves and capacity to meet the construction progress of the projects; to develop a reasonable construction plan, organizing construction in 3 shifts and 4 teams to accelerate the construction progress and complete the North-South Expressway project in the 2021-2025 period, Bien Hoa - Vung Tau, Hoa Lien - Tuy Loan in 2025, and the Khanh Hoa - Buon Ma Thuot Project 2, and the Ho Chi Minh Highway according to plan.

Implement the investor selection process to expedite the commencement of the Dau Giay - Tan Phu project; finalize procedures to submit to the National Assembly for adjustment of the investment policy for the Bien Hoa - Vung Tau project; closely coordinate with the Ministry of Planning and Investment in appraising the pre-feasibility study report for the high-speed railway project on the North-South axis.

Urgently synthesize the opinions of the State Capital Management Committee at enterprises and relevant agencies, and finalize the report to the Standing Committee of the Government on the plan to expand the Ho Chi Minh City - Long Thanh section of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Project, as directed by Deputy Prime Minister Tran Hong Ha in Notice No. 400/TB-VPCP dated August 30, 2024, from the Government Office.

Urgently report to the Standing Committee of the Government on the Long Thanh International Airport (LIA) Project 4, in accordance with the directive of Deputy Prime Minister Tran Hong Ha in Notice No. 393/TB-VPCP dated August 20, 2024. This project affects the progress of bringing the entire Long Thanh International Airport project into operation, and its implementation has been very slow to date.

The Ministry of Transport, in coordination with other ministries, agencies, and localities, will supplement the assessment of the impact of Typhoon Yagi and the resulting floods and landslides on transportation infrastructure; and will coordinate with the People's Committee of Phu Tho province to propose urgent projects to repair Phong Chau Bridge as directed by the Prime Minister in Official Dispatch No. 96/CĐ-TTg dated September 16, 2024.

The Ministry of Natural Resources and Environment is urgently adjusting the permitted operating hours for riverbed sand and gravel mining; promptly completing the approval of the environmental impact assessment report for the Ninh Binh - Hai Phong project; and providing guidance to Lang Son province on the land allocation for transportation in the Dong Dang - Tra Linh project.

The presiding authority, in coordination with the Ministry of Transport (according to its functions and duties), shall guide Ben Tre and Tien Giang provinces on the procedures for granting permits for sand mining to supply key transportation projects in the southern provinces that overlap with waterways and waterway protection corridors (if any), in accordance with the Law on Minerals, and procedures for ensuring traffic safety in accordance with the Law on Inland Waterway Traffic.

The Ministry of Planning and Investment should promptly finalize the appraisal report for the Tan Phu - Bao Loc and Ninh Binh - Hai Phong sections passing through Nam Dinh and Thai Binh provinces; expedite the appraisal procedures for the feasibility study report of the high-speed railway project on the North-South axis; and adjust the investment policy for the Ben Luc - Long Thanh project; coordinate with the People's Committee of Ho Chi Minh City to urgently complete the investment preparation procedures for the construction project of Ho Chi Minh City's Ring Road 4 in accordance with the law, and promptly submit it to the National Assembly at the 8th session of the 15th National Assembly.

Strictly control the quality and progress of airport projects.

The State Capital Management Committee at Enterprises continues to direct the Vietnam Expressway Investment and Development Corporation (VEC) to coordinate with relevant agencies to promptly complete the pre-feasibility study report for the expansion project of the Ho Chi Minh City - Long Thanh section, and submit it to the Ministry of Transport for compilation and reporting to the Standing Committee of the Government; in case of difficulties, report to Deputy Prime Minister Tran Hong Ha for resolution; promptly complete the procedures for selecting contractors for package J3-1, and at the same time accelerate the construction progress of the remaining packages to complete the entire Ben Luc - Long Thanh project in 2025.

Directing the Airports Corporation of Vietnam (ACV) to strictly control the quality and progress of airport projects; accelerate the contractor selection and technical design of the remaining packages for the Long Thanh International Airport passenger terminal; and complete the Noi Bai and Tan Son Nhat International Airport projects in 2025...
