Flexible, tailored solutions
Faced with the need to ensure social security in the new context, the Provincial Branch of the Bank for Social Policies (CSXH) consulted with the province to agree to maintain 106 transaction points at commune level, instead of cutting them according to the new administrative unit. This is a flexible solution, both ensuring stability in the provision of financial services and helping people to access policy loans without interruption.
Mr. Nguyen Thanh Ha - Deputy Director of the Provincial Branch of the Bank for Social Policies said: "Policy credit not only provides capital but is also a tool to support livelihoods, helping poor households and vulnerable groups access resources to rise up. We determined that we must stick to reality, understand the difficulties of people after the merger to have appropriate solutions."
According to Mr. Ha, keeping the commune transaction points intact not only helps people save time and travel costs but also ensures psychological and organizational stability during the transaction process, especially for those who rarely use technology or live in areas far from the new commune center.

The effectiveness of the policy "close to the people, close to the people"
As of July 13, 2025, the total outstanding policy credit balance of the whole province reached more than 4,172 billion VND, with 53,233 customers still having outstanding loans, through a network of 1,423 savings and loan groups. Transactions at commune points continue to be organized periodically every month, ensuring technical conditions, capital safety and proper business procedures.
Mr. Tan Phu Sin, a Dao ethnic in Son Thau 1 village (Phong Tho commune) happily shared: “My family borrowed 150 million VND from the Phong Tho Social Policy Bank Transaction Office to level the ground, renovate and expand the cultivated land area. Every month, I go to the Ma Li Pho transaction point to pay the interest and principal of the loan to the bank. Keeping the old transaction point creates many favorable conditions for people as they do not have to travel far; bank staff also advise and guide borrowers to determine effective economic development goals.”
Not only convenient for transactions, commune points also become places to disseminate policies, propagate laws and are "focal points" to grasp credit needs from the grassroots. Through transaction sessions, bank officials also discovered many households needing loans to develop livestock, grow medicinal plants or build houses under the Government 's support program.
Mr. Nguyen Khanh Yen - Chairman of Pa U Commune People's Committee said: "The network of transaction points is maintained to facilitate coordination between the commune, banks and socio- political organizations. Commune officials can also easily access and support people promptly when they have problems in borrowing capital."

Humanity in every decision
In the context that many localities are facing difficulties in reorganizing the public service delivery network after merging administrative units, Lai Chau's model is considered a suitable solution, both ensuring operational efficiency and not "abandoning" people in remote areas. Commune transaction points are not only places for "capital collection and disbursement" but also demonstrate humanity in the journey of ensuring comprehensive finance and leaving no one behind. Credit policies are only effective when designed from practice, with the support of local authorities and aimed at the real needs of the people. Maintaining 106 transaction points of the Bank for Social Policies Provincial Branch is a testament to flexible thinking, serving the needs of the people.
Administrative transformation cannot mean narrowing access to services. By maintaining the same network, Lai Chau is doing the right thing and is ahead of many provinces in keeping policies accessible to the people in a real way.
From the policy of “merging to streamline” to the solution of “maintaining to serve”, Lai Chau is showing a creative, practical and humane way of doing things. This is not only a financial solution but also a deeply humane social policy, helping people reduce time and travel costs as well as avoid risks when transacting with the Social Policy Bank.
In each transaction, each small loan, the State's credit policy has come closer to the people. And more importantly: the people in the highlands are not left behind in the journey to escape poverty and achieve sustainable development.
