Chairman of the Trade Union of An Giang Samho Limited Liability Company Vo Thanh Nha said that in the second quarter of 2025, the Trade Union advised the Board of Directors to increase allowances to attract employees for new workers who have worked for less than 4 years; living and housing allowances for workers who have worked for 4 years or more. Along with that, coordinate with the Board of Directors of the company to select and support the construction of 1 house for workers with difficult housing circumstances in the "Samho Shelter" program, with a budget of 100 million VND; provide a "Union Shelter" house for 1 worker, with a budget of 50 million VND.
The Union regularly cares about the lives and health of union members, workers and laborers. In the second quarter, it donated and helped 7 cases in difficulty, with a total amount of 88.9 million VND; visited union members and laborers who were sick, mourned, celebrated their birthdays, etc., with a total amount of 293.8 million VND. Not only that, the Union also paid attention to providing more support such as: coordinating with the Board of Directors to buy pure ice making machines to provide free of charge to workers; launching the model of "Free tire pumping and patching"; coordinating with the CEP microcredit organization to help union members in need of preferential loans, regularly checking the quality of workers' meals, etc.

Previously, the Industrial Park Trade Union (ITU) played the role of providing consulting, representation, and professional guidance to grassroots trade unions, especially in situations where labor disputes arose or collective labor agreements were signed. When the ITU ended its activities, the grassroots trade unions had to take on this task themselves, while the union staff at the grassroots level were not specialized and lacked experience. Representatives of the enterprise's ITU shared that the end of the ITU's activities could cause difficulties, but it was also an opportunity for the grassroots trade unions to adapt, innovate, and develop, affirming their role and position in the new context. However, the grassroots still needed an intermediary organization that acted as an extension from the province to the grassroots level.
Programs and activities such as Workers’ Month, the “Your Health” model, cultural and sports exchanges, etc., which were coordinated by the Industrial Trade Union, now lack resources to organize. Previously, the Industrial Trade Union helped link grassroots trade unions in industrial parks into a network to support each other, but now each grassroots trade union operates separately and lacks coordination. Although there are many challenges, especially in the early stages, grassroots trade unions have gradually adapted, become more autonomous and enhanced their role because they always receive timely support from the Provincial Federation of Labor and the companionship of employers.
When operating the 2-level Trade Union model, most of the responsibility for implementing Trade Union tasks at the enterprise is transferred directly to the grassroots Trade Union. This requires grassroots Trade Union officials to not only take on the role of representing and protecting the rights of union members, but also proactively organize activities, movements, access policies and resolve issues on the spot - which previously had direct support from the Industrial Trade Union. Grassroots Trade Unions propose that provincial Trade Unions strengthen training and professional development for officials, especially on labor laws, negotiation skills, movement organization, etc.
The workload has increased, while most of the union cadres are part-time and are under a lot of pressure in terms of time and expertise. Therefore, to motivate and encourage cadres to stay long-term and ensure the quality of union activities at the enterprise, the union representative recommended that the superior agency consider adjusting and increasing the responsibility allowance coefficient for union cadres, especially at enterprises with many union members and production activities in many shifts.
