Do administrative procedures at home

No longer having to travel dozens of kilometers to submit documents, people in hamlets far from the center of Phu Lam commune are guided by officials to complete administrative procedures right at the hamlet. This is the initial result after implementing the model "Going to the locality to support people in performing online public services and resolving administrative procedures at the hamlet".

Every two days a week, officers from the Commune Public Administration Service Center and union officers “split troops” to the hamlets to support people in performing administrative procedures, from installing and using the VNeID application, submitting documents to looking up administrative procedures on the National Public Service Portal. Thanks to this, many people accessing online public services for the first time were able to perform basic operations on their own.

Ms. Ly Thi Le Hang - Vice Chairwoman of Phu Lam Commune People's Committee said that since July 1, when Phu Lam Commune was established on the basis of merging 3 communes Phu Lam, Long Hoa and Phu Long, the area is larger than before. Many households live further from the commune center than before, so it is also difficult for them to carry out administrative procedures. The Commune People's Committee directed the Public Administration Service Center to coordinate with related units to implement the model down to the hamlet level to help people carry out administrative procedures.

In general, through the initial implementation, the model created a positive effect, helping people gradually get used to online procedures. In particular, the mobile teams pay special attention to the elderly, people with difficulty traveling, lonely elderly people, etc. This is an important step to improve the effectiveness of administrative reform, while affirming the determination of Phu Lam commune in bringing the government closer to the people, promoting digital transformation to better serve the people in the coming time.

For the people, this change brings many obvious benefits. Mr. Huynh Bao Thanh, residing in Long Hoa 1 hamlet, shared: “Thanks to this model, I find it very convenient and saves the effort of traveling for the people, especially the elderly. The cadres who come to the hamlet enthusiastically guide the people. In addition to the necessary procedures, questions about procedures and processes when making other types of documents are answered and guided enthusiastically. Living far from the commune center, many people have difficulty arranging time, and the elderly like us are also somewhat afraid of the road and waiting. Now having this model is very good.”

Agreeing with the model, Mr. Nguyen Bao Nguyen, residing in Long Hoa 1 hamlet, expressed: “We really need models like this, the staff are close and guide the people enthusiastically, the atmosphere is comfortable and connected. In the countryside, there are still many people who are not familiar with information technology, do not know how to operate on smartphones, thanks to the staff's support, the procedures and documents are very quick. Later, people will know and submit documents at home when they need to transact, one more step of convenience".

According to the plan, the model will be maintained every Tuesday and Thursday morning. The working group will directly go to 10 hamlets far from the center to continue to guide and answer questions for the people. According to Ms. Ly Thi Le Hang, the model being deployed and put into practice is a very happy and exciting thing for the local Party Committee and government. Cadres going to hamlets is very suitable at this time, meeting the thoughts and aspirations of the people. The purpose of the model is to guide people enthusiastically, hold their hands and show them how to do things, as well as approach the difficulties of the people when implementing the 2-level local government model.

After nearly 1 month of implementation, the model has received great support from the people, showing that organizing mobile teams to handle administrative procedures is extremely necessary. In the long term, this is also an opportunity for the government to listen to and grasp the thoughts and aspirations of the people, thereby improving the quality of service. In addition, the locality has also integrated learning and following the ideology, morality and style of Ho Chi Minh into the implementation of administrative procedures. Phu Lam commune's expectation is to contribute to forming the habit of using online public services, bringing the government closer to the people, creating a foundation for building digital government in the commune.
