
The Security Investigation Agency of the Provincial Police Department served the decision to initiate criminal proceedings, indict the suspect, and execute the arrest warrant for suspect Nguyen Van Nhan.

The Security Investigation Agency of the Provincial Police served the decision to initiate criminal proceedings, indict the suspect, and execute the arrest warrant against Su Thanh Hoai.
Through the investigation, it was determined that the suspect Su Thanh Hoai (born in 1976, residing in Rach Gia ward) is the captain of fishing vessel KG-96103-TS; and the suspect Nguyen Van Nhan (born in 1977, residing in Rach Gia ward, An Giang province) is the captain of fishing vessel KG-94781-TS.
On February 6th, Hoai and Nhan, along with several fishermen, departed from Tac Cau port (Binh An commune, An Giang province) on two fishing boats heading to the waters off Ca Mau to fish. However, due to low catch yields, they discussed and agreed to move the boats and fishermen to foreign waters to fish.
Upon reaching the waters bordering Vietnam and Indonesia, the two defendants instructed the fishermen to attach fake license plates to the vessel and turn off the tracking device, then steered the ship into Indonesian waters to fish in order to avoid detection by authorities.
During their operation in Indonesian waters (approximately 6 days), Nhan's boat suffered engine failure, so Hoai used his own boat to tow Nhan's fishing vessel KG-94781-TS back to Vietnam for repairs.
Upon reaching Vietnamese waters, both vessels were detected by the Coast Guard Region 4 and taken to headquarters for questioning. The case was subsequently transferred to the Security Investigation Agency of the An Giang Provincial Police for investigation according to its jurisdiction.
Following the directives of the Prime Minister and the Ministry of Public Security on preventing and combating illegal, unreported, and unregulated (IUU) fishing, the An Giang Provincial Police recommend that fishermen raise their awareness, understand, and voluntarily comply strictly with the law during fishing activities, especially by implementing the recommendations of the European Commission (EC) to jointly protect sovereignty, develop the economy, and contribute to lifting the EC's yellow card on Vietnam's fisheries sector.
