Comments on the draft Resolution of the National Assembly on mechanisms and policies to remove difficulties in implementing the Land Law

On the afternoon of October 29, the Provincial Union of Science and Technology Associations (KHKT) held a workshop to consult, comment and contribute ideas to the draft Resolution of the National Assembly "Regulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law".

Overview of the Workshop.

The workshop was attended by representatives of departments, branches and members of member associations. Comrade Cao Hong Ky, Chairman of the Provincial Union of Science and Technology Associations chaired the workshop.

Delegates unanimously agreed that the National Assembly's issuance of the Resolution is necessary to promptly remove "bottlenecks" in the process of organizing the implementation of the 2024 Land Law, ensuring compliance with reality and improving the effectiveness and efficiency of land management and use.

Delegates gave their opinions at the workshop.

Many opinions focused on key issues such as: Regulations on compensation, support, and resettlement when the State reclaims land, in which it is recommended that the compensation plan must be close to the market price at the time of reclamation to ensure the legitimate rights of the people. Some delegates said that the determination of compensation unit price based on land use term is still inadequate and should be replaced by calculating according to land use purpose to reflect actual value.

Along with that, delegates proposed to supplement clearer regulations on the authority to grant Land Use Right Certificates, guide the use of capital sources, and determine specific land prices to facilitate project implementation. In addition, there should be detailed instructions on compensation unit prices, support levels, and bases for calculating land recovery prices, ensuring transparency and consistency in implementation.

Departments and branches participated in giving opinions at the workshop.

Notably, some opinions suggested that the drafting agency specify the periodic time for the Government to inspect, summarize, and report to the National Assembly on the results of the Resolution's implementation, in order to improve supervision, transparency, and efficiency in implementation.

Concluding the workshop, the leader of the Provincial Union of Science and Technology Associations affirmed that he would synthesize all comments and suggestions to send to the drafting agency, contributing to perfecting the draft Resolution, submitting it to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly, aiming to perfect land policies and laws in accordance with reality, meeting the requirements of socio -economic development.
