On April 16, the Government Office issued Notice No. 49 concluding the Government Standing Committee's plan to adjust the average retail electricity price in 2023. On April 27, the Ministry of Industry and Trade issued Official Dispatch 304 on implementing the direction of the Government Standing Committee, requesting: "EVN urgently implements the following contents to improve the financial situation, negotiate with investors, suppliers, and electricity sellers according to the principles of harmonizing interests and sharing risks...".
Coal-fired thermal power accounted for about 45% of the country's electricity consumption in the first quarter of the year.
In two official dispatches sent to the Vietnam National Coal and Mineral Industries Group and the Northeast Corporation, the group said that from 2022 and the first months of 2023, the production, business and financial situation of EVN and its member units will face many difficulties due to sudden fluctuations in fuel prices and losses in electricity production.
This has caused a shortage of cash flow to pay fuel suppliers and electricity sellers. Therefore, EVN expects the above units to fully and continuously supply coal to thermal power plants to ensure production and electricity supply for 2023; proposes that TKV and Dong Bac consider solutions to increase the exploitation and supply of domestically produced coal to power generation units.
In particular, regarding the payment deadline for coal by EVN, power generation corporations and member units, EVN requests that the Vietnam National Coal - Mineral Industries Group and the Northeast Corporation consider extending the payment deadline for coal.
