The price of buying a crane for production and business in different provinces is different because of the rural traffic infrastructure and terrain conditions in different areas, making the technical characteristics of each vehicle also different.

Regarding the bidding packages for purchasing crane trucks to serve the production and business of a number of member units of the Southern Power Corporation (EVNSPC), this unit has officially released information.

Accordingly, the projects to purchase crane trucks of EVNSPC member units are all prepared, appraised and approved in accordance with the regulations and procedures for purchasing assets of EVN and EVNSPC.

The determination of bid package price, the preparation, appraisal and approval of total investment, the estimate of procurement bid packages, the preparation, appraisal and approval of contractor selection plans and the organization of contractor selection at implementing units shall comply with the provisions of the Law on Bidding.

The results of contractor selection with the winning bid prices of all contractors were lower than the approved estimate.

The participation of contractors and the opening of bidding documents of contractors are also carried out in accordance with the procedures on the national bidding network system. The inviting party cannot interfere with the system, so it always ensures competition, fairness and transparency in the selection of contractors.

The process of selecting contractors at the units complies with the provisions of the Bidding Law No. 43/2013/QH13, Decree 63/2014/ND-CP, Circulars and regulations on bidding. Bidding information is made public on the national bidding network according to regulations.

In 2023 alone, the results of selecting contractors for the procurement package of vehicles for production and business purposes throughout EVNSPC achieved an average savings rate of 4.5%.

Regarding the difference in the purchase price of crane trucks between units, EVNSPC also said that because the units managing and operating the power grid in the provinces have different rural traffic infrastructure, different terrain conditions, and specific usage needs in each area, the units require different technical specifications for each vehicle.

Specifically, Ben Tre Power Company has a higher purchase price than Ninh Thuan Power Company because it is of Thai origin, while Ninh Thuan Power Company is domestic. The man lift in Ben Tre is the GN200/Tan Thanh Cong type of Vietnam while in Ninh Thuan it is from Hiep Hoa Auto Company; the lifting capacity of the crane at a working radius of over 500 kg at 15.5 m, while in Ninh Thuan it is over 250 kg at 15.5 m.

The case where Soc Trang Power Company has a higher purchase price than Ninh Thuan Power Company is also due to different parameters such as: origin Thailand (in Ninh Thuan it is domestic); Euro 5 emission standards (in Ninh Thuan it is Euro 4); lifting capacity of the crane at a working radius of over 500kg at 15.5m (in Ninh Thuan it is ≥ 250kg at 15.5m); allowable cargo weight of over 5,900kg (in Ninh Thuan it is over 5,000kg)...

The situation is similar when compared with Dong Thap Power Company and Ninh Thuan Power Company when Dong Thap has Thai origin; Euro 5 emission standards; crane lifting capacity at working radius greater than 500 kg at 15.5m; allowable cargo weight greater than 5,900 kg.

“Because the origin of each type of vehicle is different, some are imported, some are assembled domestically; or the scale of each bidding package is also different, with individual bidding packages for each vehicle and multiple bidding packages, and multiple bidding packages for multiple vehicle types to serve different needs of the unit, the bidding and purchasing results are also different,” EVNSPC emphasized and said that the unit always complies with current legal regulations.
