Must hand over the site soon
Mr. Nguyen Xuan Ha - Vice Chairman of Dien Ban Town People's Committee affirmed that the locality has completed site clearance and handed over to the project investor (Provincial Construction Investment Project Management Board), the construction unit has also paved the sidewalk, poured graded stone but not paved with asphalt.
“Some households have accepted to hand over the land even though they have not received the money. If the clearance has not been completed, why did the construction unit pour gravel all over the road? Therefore, the current delay in completing the project lies in the investor not urging the construction unit to water and asphalt the road, causing dust to fly into people's houses,” said Mr. Ha.
However, according to the Provincial Construction Investment Project Management Board, the handover of the site was only on paper, but in reality, the people did not agree to the construction because they had not received compensation.
According to the survey, there are still 6 households that have not agreed to the agreement or received compensation (4 households in Vinh Dien ward and 2 households in Dien An ward). Mr. Nguyen Nhu Them in Bang An Dong village, Dien An ward - a household affected by the old DT609 road project said that at the end of December 2023, his family committed to handing over the site to the project, but since then, no representative of the Dien Ban Town Land Fund Development Center has come to work, make a record, receive compensation...
The project "Repair and restoration of section KM0 - Km1+700 of DT609 (old) route" has a length of about 1.7km. The total investment of the project is about 40 billion VND, of which the provincial budget supports more than 37.2 billion VND to implement the project and supports 70% of the compensation and site clearance costs. The remaining is the Dien Ban town budget to arrange counterpart funds for implementation. The construction unit is Duy Dung One Member Co., Ltd. (Dien Nam Dong ward, Dien Ban).
According to the plan, the project will be completed from 2019 - 2021, but due to problems with site clearance and the COVID-19 pandemic, the remaining 2 sections of about 400m in length (Vinh Dien ward 150m and Bang An Dong block, Dien An ward 250m) cannot be completed on schedule.
On August 31, 2023, Dien Ban Town People's Committee issued Report No. 329 to the Provincial People's Committee and the Provincial Construction Investment Project Management Board, committing to continue directing the Land Fund Development Center, sectors and localities to carry out land recovery, compensation and site clearance for the remaining areas without site clearance, with completion date by September 30, 2023.
The project will be completed in 2024.
On December 14, 2023, the Provincial People's Committee issued Official Dispatch No. 8696 to the People's Committee of Dien Ban town, the Provincial Construction Investment Project Management Board and the Departments of Transport, Construction, and Planning and Investment agreeing on the policy of adjusting the project implementation period from 2019 - 2023 to 2019 - 2024 and agreeing on the policy of extending the construction contract implementation period until June 30, 2024.
The province requests the People's Committee of Dien Ban town to focus on directing the completion of compensation and site clearance within 1 month after receiving funding as committed in Report No. 329 dated August 31, 2023, handing over the site to the Provincial Construction Investment Project Management Board to continue construction. At the same time, organize a review of the responsibilities of related organizations and individuals that caused the project to have to extend the implementation time.
Faced with the dust pollution and the risk of prolonged traffic insecurity caused by the project affecting the lives and activities of local residents, dozens of households living along 250m of the old DT609 route through Bang An Dong block have repeatedly submitted petitions and reports to relevant agencies of Dien Ban town, but the situation remains unchanged.
Recently, in early September 20224, households living along 250m of the old DT609 route through Bang An Dong block continued to sign a collective petition to relevant departments of Dien Ban town and the province, reflecting on the fact that the construction unit plowed and did not water the road during construction, causing dust to fly into houses, polluting the environment, affecting people's health...
Mr. Tran Duy Phuc - Deputy Director of the Provincial Construction Investment Project Management Board said that the main reason why the project was prolonged and extended many times was because Dien Ban town had not yet handed over all the land to the construction unit.
The construction unit and the investor also hope to complete the project soon because they have proposed the province to extend the deadline 3 times. Now, the construction unit will take advantage of the time to lay the pavement and grade the aggregates as soon as the site is handed over. Only after the route is completed can the asphalt be laid because of technical factors.
“Dien Ban Town urgently clears and hands over the entire route to the construction unit so that the first layer of asphalt can be laid. We will try to complete it before the rainy season and propose that the province close the project in 2024.
Specifically, complete the foundation and asphalt concrete layer 1 before September 30, 2024, complete asphalt concrete layer 2 before October 30, 2024, and complete the entire project before November 30, 2024 for handover and use.
Dust during construction is unavoidable, however we will instruct the construction unit to regularly pay attention to watering to limit dust affecting people's lives" - Mr. Phuc informed.
