Beyond being comrades sharing the same ideals and fellow fighters in life-or-death situations, the relationship between a commander and a political commissar is also a profound partnership, sharing responsibilities, uniting, and working together to overcome difficulties and build a strong and comprehensive unit.

From its inception, the Vietnam People's Army has taken politics as its foundation, with Party work and political work as its soul, playing a key role in building combat strength. Therefore, the Party organization model within the Army always closely links the commander with the political commissar and Party members – a unique and distinctive combination, a vivid manifestation of the principle of "absolute and direct Party leadership over the Army in all aspects."

Throughout the two wars of resistance against French colonialism and American imperialism, and the years of border defense and international duty, in any circumstances, the commander and political commissar always stood shoulder to shoulder, supporting and complementing each other, creating a combined strength in ideology, organization, and action. This harmonious coordination is the decisive factor in the courage, will, and combat effectiveness of each unit. In the command-political commissar organizational model and in implementing Resolution 51 of the Politburo (9th term), the commander presides over military affairs; the political commissar presides over Party and political work. However, the boundaries of responsibility are not a separation but a division of labor to jointly achieve the common goal of building a clean and strong Party organization and a comprehensively strong unit.

It is crucial that there is always ideological and behavioral unity between the commander and the political commissar/commander. The political commissar/commander is not only the one who maintains the "ideological front" but also a companion who helps the commander strengthen their confidence and resolve, and inspires officers and soldiers. Meanwhile, the commander, with their organizational skills and military prowess, will be a solid support for the political commissar/commander to effectively implement Party and political work in training, work, and combat.

In the military environment, where discipline, work intensity, and demands for endurance and mental fortitude are paramount, the relationship of trust between a commander and a political commissar/officer is not merely a title but a deeply human connection. This mutually supportive relationship makes the commander and political commissar/officer not just a leadership pair, but also a pair of comrades-in-arms, able to frankly exchange ideas, share thoughts, and together find solutions to problems and shortcomings that arise during their work. It is a relationship full of responsibility but also deeply sincere!

In the modern training and combat readiness environment, with increasingly demanding and diverse mission requirements, the role of political commissars and political officers must be strongly emphasized. They are not only "keepers of the flame," instilling confidence and igniting patriotism, but also reliable companions, ensuring commanders are not alone in difficult and complex decisions. A trusting handshake, a shared gaze, and sincere advice between two comrades in different positions but with a common goal and ideal are the highest expressions of the "one will, one action" spirit in our Army.

Therefore, the image of commanders and political commissars standing side-by-side is always a beautiful symbol of political and spiritual strength, a testament to the maturity and growth of the heroic Vietnam People's Army. Deeply understanding this great significance, the officers and soldiers of the Ho Chi Minh City Armed Forces always maintain a close, united, and collaborative relationship between commanders and political commissars, creating internal strength and contributing to the successful completion of all tasks.
