Market support must be the focus
According to Deputy Director of Hanoi Department of Industry and Trade Nguyen The Hiep, over the past decade, the industrial promotion program has contributed significantly to promoting the development of traditional craft villages and handicraft production in the city. Many typical products of the capital have gradually expanded their markets, helping to increase jobs and raise incomes for rural people.

In addition to positive results, industrial promotion activities still have some limitations. Trade promotion programs, connecting raw material areas and product consumption are still fragmented and lack of synchronization. Many high-quality products still have difficulty accessing large markets due to lack of information and professional distribution systems. In the context of rapidly changing consumer trends, along with the development of e-commerce and export requirements, rural industrial establishments are forced to adapt more flexibly and quickly.
To maintain its leading role in the field of industrial promotion, Hanoi needs to shift from mere technical support to market support - product commercialization. Trade promotion programs need to become a series of activities with depth, spread and effectiveness.
Mr. Hiep said that in recent times, Hanoi has organized many fairs and exhibitions related to OCOP products, handicrafts, etc., contributing to promoting products, connecting supply and demand, and boosting consumption of goods. Thanks to that, many handicraft products such as Bat Trang pottery, Van Phuc silk, Thach That and Chuong My rattan and bamboo products have expanded their domestic and foreign markets. In particular, participating in fairs and exhibitions helps rural industrial establishments change their thinking and understand the importance of building brands and connecting markets.
Lessons from practice show that, for the industrial promotion program to be truly effective, there needs to be synchronous participation from the commune to the provincial level, diversifying investment resources, promoting the role of enterprises, social organizations and public-private partnerships. It is necessary to focus on key products with development potential, instead of spreading across too many industries. At the same time, promote training in digital transformation skills, skills to access domestic and international markets through modern channels such as e-commerce, logistics, etc.
In the current period of deep integration, Hanoi is determined to continue to strongly implement trade promotion programs, apply technology to make processes transparent, reduce costs, and improve the efficiency of industrial promotion activities, gradually affirming its position as the country's creative connection center.
Accelerating trade promotion, improving staff capacity
Sharing the same view, one of the solutions to promote the effectiveness of industrial promotion activities mentioned by the representative of the Department of Industry and Trade of Thai Nguyen province is to strengthen trade promotion to promote brands, introduce products and expand the consumption market of typical rural industrial products associated with the province's OCOP program. Promote information, propaganda, and connection to product consumption through digital technology platforms and on the network environment in addition to traditional methods.
In addition, the Thai Nguyen Department of Industry and Trade will also implement industrial promotion policies to ensure adherence to the goals and plans of the industrial promotion program in each phase. Continue to train and improve the professional capacity of officials working in industrial promotion, especially industrial promotion collaborators and industrial promotion consultants at the local and grassroots levels.
Implement specific industrial promotion activities that are suitable to the needs and accessibility of rural enterprises and industrial establishments. At the same time, integrate industrial promotion policies with other programs such as the National Target Program on New Rural Development and the Poverty Reduction Program to improve the effectiveness of industrial promotion activities.
To complete the 2025 plan, in the last 3 months of the year, the Son La Provincial Investment, Trade and Tourism Promotion Center said it will speed up the implementation of 8 local industrial promotion tasks; promptly adjust the budget for difficult-to-implement tasks and projects to implement tasks and projects that are already in the plan but have not yet been allocated funding.
Along with that, strengthen policy propaganda to communes and wards, especially Decree No. 235/2025/ND-CP dated August 27, 2025 of the Government; train and guide the preparation of dossiers for enterprises, cooperatives, and business households. Supplement and improve the quality of human resources performing industrial promotion tasks. Strengthen inter-sectoral coordination in appraisal, inspection, and supervision of project implementation. Encourage production-consumption linkages between rural industrial establishments and cooperatives and distribution enterprises; link industrial promotion with trade and tourism promotion.
At the same time, the Center recommends that the Ministry of Industry and Trade pay attention to allocating national industrial promotion funds according to annual requests; and provide detailed instructions on implementing Decree No. 235/2025/ND-CP.
