Increase the effectiveness of industrial promotion policy implementation
In the context of merging district-level administrative units, the two-tier local government model is expected to streamline the apparatus, reduce intermediate levels, and help rural industrial establishments access policies more conveniently. At the same time, it will facilitate the approval of regionally linked projects, support the formation of industrial clusters and concentrated raw material areas, and improve product quality and human resources through large-scale training and coaching programs.

Besides, it also poses challenges in management capacity, planning and resource allocation, especially at the commune level, where the staff lacks experience.
The implementation of industrial promotion policies in 2025 therefore requires drastic participation from the central to local levels to achieve the goals of the National Industrial Promotion Program. At the same time, it is necessary to organize intensive training courses for commune-level officials on industrial promotion policies and application procedures; build a coordination mechanism between the Department of Industry and Trade and local authorities to quickly resolve problems; prioritize resources for disadvantaged localities through specific industrial promotion projects.
It is necessary to promote the application of information technology and digital transformation, develop online portals and mobile applications to support rural industrial establishments in searching, submitting documents and monitoring progress. In addition, it is necessary to focus on key projects such as high-tech application, cleaner production, value chain linkage and trade promotion to improve the competitiveness of rural industrial products.

Early construction of a network of commune-level park promotion
Bac Ninh is a major industrial center of the country, strongly developing the electronics, semiconductor and high-tech processing and manufacturing industries. The province also has favorable conditions for developing agriculture and agricultural processing industry, with many typical products such as lychee, Chu noodles, Van village wine...

In the period of 2021 - 2025, the Department of Industry and Trade has effectively coordinated with People's Committees at all levels to implement 224 industrial promotion projects with a total budget of more than 61 billion VND, contributing to attracting investment and developing rural industry.
After the merger, Bac Ninh now has 99 communes and wards. The two-level government model helps streamline the apparatus, concentrate resources and enhance the role of local authorities. However, after nearly 4 months of implementation, many localities have not yet allocated enough human resources in specialized departments, causing industrial promotion work to be unsynchronized, and some places are confused in implementation.
To improve coordination efficiency, the Department of Industry and Trade proposed 5 key orientations. Accordingly, it advises on building policy mechanisms, submitting to the Provincial People's Committee to issue a Resolution regulating the content and level of industrial promotion expenditure and developing an Industrial Promotion Plan for the period 2026 - 2030, clarifying the division of labor and decentralization between management levels.
Provide professional guidance such as building a set of documents and guidelines for implementing industrial promotion for staff at the Economic or Economic - Infrastructure Department, helping to unify implementation and supervision from the grassroots level. Train and build a grassroots network, organize training and knowledge training for grassroots staff and propose to build a commune-level industrial promotion network to grasp the need for support at the local level.
At the same time, promote and replicate effective models, cooperate with the People's Committees of communes and wards to spread typical industrial promotion models, raise awareness and responsibility of local authorities. Strengthen supervision and inspection of progress and quality of projects; promptly adjust or stop implementation of projects that are behind schedule or have violations to ensure effective use of resources.

Clarifying whether small businesses are eligible for industrial promotion
After the merger of the three provinces of Ha Nam, Nam Dinh and Ninh Binh into the new Ninh Binh province, industrial promotion activities have received attention and active support from the Ministry of Industry and Trade, especially the Department of Innovation, Green Transformation and Industrial Promotion. Thanks to that, industrial promotion activities in the province have had many positive changes, contributing to promoting the development of rural industry and the local economy.

However, in the initial period after the merger, the implementation of industrial promotion projects encountered many difficulties. Departments and branches, including the Department of Industry and Trade, had to concentrate resources to perfect the organization according to the new model, leading to the implementation of professional tasks, especially industrial promotion work, not being closely followed; some projects were behind schedule. Along with that, the team of commune-level officials was still lacking and weak in expertise, affecting the quality of implementing industrial promotion activities at the grassroots level.
Another major problem is the lack of uniformity in policies among localities before the merger. Each province previously had its own programs, regulations and levels of industrial promotion spending. After the merger, the province needs to build a new, unified mechanism, causing disruptions in implementation. Currently, the whole province has only one Industrial Promotion and Trade Promotion Center that takes on the tasks of the three old centers, leading to great work pressure, personnel overload, and affecting the effectiveness of project implementation.

Based on that reality, Ninh Binh province proposed that the Department pay attention and advise the Ministry of Industry and Trade to continue to support funding from the National Industrial Promotion Program for the province to ensure effective implementation of the projects. In addition, it is recommended that the Ministry of Industry and Trade study and coordinate with the Ministry of Finance to amend Circular No. 28/2018/TT-BTC on the use of industrial promotion funds in the direction of increasing the support level, more suitable to reality, to reduce the financial burden on rural industrial establishments.
In addition, it is necessary to clarify whether small businesses are beneficiaries of industrial promotion or not. In case there are no clear regulations, it is recommended to include this group of subjects in new guidance documents, creating a unified legal basis, helping localities to implement smoothly and in accordance with regulations.
