After the merger of administrative units, this work becomes even more important; many planning projects need to be reviewed to update, edit and supplement the new rural planning (NTM) to be suitable, synchronous and have an inter-regional vision.
Right from the beginning of the implementation of the New Rural Development Program, Dak Lak province has identified planning as a key task, focusing mainly on construction planning, production planning and land use.
According to the actual records in many localities, the new rural planning projects have been built scientifically, in compliance with the Construction Law. The consolidation of individual plans has created unity, helping to manage space and use land more effectively. This not only meets the requirements of economic development but also ensures social security and order in rural areas.
In addition, the communes have also reviewed, adjusted, established new ones (in case the planning has expired) and deployed and implemented the general planning for commune construction associated with the industrialization and urbanization process, in accordance with the socio-economic development orientation of the locality.

After the general planning for commune construction, some localities are gradually establishing detailed construction planning to manage construction investment activities, space management, and landscape architecture in rural areas.
For example, in Hoa Son commune, implementing the planning criteria in building new rural areas, the locality has directed the development and implementation of the general planning for the commune; developed management regulations and organized the implementation of construction planning, and managed construction according to the planning. The commune has also completed the detailed planning for the construction of the commune center according to the higher-level planning. The good implementation of criterion No. 1 on Planning in building new rural areas is the basis for the locality to carry out the following tasks and move towards completing the process of building new rural areas.
The requirements for the current NTM planning are not only limited to the scope of each commune but must be closely linked to agricultural restructuring and civilized urban construction. This strategic vision requires systematic, inter-regional connections. To do that, the NTM planning must inherit and promote local advantages, and must be consistent with the higher-level planning and the socio-economic development orientation of the province.
In order to facilitate the implementation of the New Rural Development Program associated with socio-economic and environmental development, based on the Dak Lak Provincial Planning for the period 2021 - 2030, with a vision to 2050 (referred to as the Planning), the Department of Finance has presided over and coordinated with relevant agencies and units to advise the Provincial People's Committee to implement the Planning and assign tasks to units and localities. After the Prime Minister issued the Plan to implement the Planning, the province also widely publicized and disseminated it to the people, relevant agencies and organizations and directed the implementation of the Planning to ensure the successful completion of the set goals and targets.
However, the recent merger of administrative units has also posed new challenges. According to the Department of Construction, in the context of provincial mergers and the arrangement of two-level local governments, most of the relevant plans such as provincial planning, general urban and rural planning of affected localities must be updated and adjusted accordingly.

Chairman of Yang Mao Commune People's Committee Vo Tan Truc shared that the new Yang Mao commune was established on the basis of merging the natural area and population size of Yang Mao commune (old) and Cu Dram commune (old). Before the merger, both communes had completed the construction of the commune's general planning. However, after the merger, there were some changes and problems. Therefore, in the coming time, the commune will review and complete the inventory of related items after the merger and propose that the province adjust some contents according to the planning to suit the actual situation in the locality.
It can be seen that although localities are very interested in the planning of new rural areas, the adjustment of planning projects still requires a lot of time, money and a complete legal corridor to ensure synchronization with provincial planning and specialized planning. Therefore, functional sectors need to soon have specific instructions and guidance so that localities can effectively implement planning work, creating a solid foundation for the completion of the set goals of building new rural areas.
The People's Committees of communes and wards need to review and propose to establish new or adjust the general planning of the area under their management, ensuring the requirements of development management, orienting the development of space in a reasonable manner, in accordance with the development reality and specific operating model of each commune and ward. |
