On the morning of August 2, Deputy Prime Minister Nguyen Chi Dung attended the 5th Congress of Delegates for the 2025-2030 term of the Party Committee of the Joint Stock Commercial Bank for Foreign Trade of Vietnam. Also attending the program were Comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Commission; representatives of the Party Committee of the Government, ministries and branches; the collective leadership and delegates of the Party Committee of the Joint Stock Commercial Bank for Foreign Trade of Vietnam.
The bank is the largest contributor to the state budget.

By June 30, 2025, Vietcombank's total assets exceeded VND2.2 trillion, an increase of 1.8 times compared to the beginning of the term. Outstanding credit reached nearly VND1.6 trillion, growing beyond the industry average. The bad debt ratio is always controlled at a low level (below 1), the bad debt coverage ratio is the highest in the system, about 213%. In the period of 2020 - 2025, Vietcombank is the bank that contributes the most to the state budget, with more than VND62,000 billion and is the bank with the highest charter capital among credit institutions (VND83,600 billion), after 2 capital increases.

Speaking at the Congress, on behalf of the Government Party Committee, Deputy Prime Minister Nguyen Chi Dung stated that over the past 5 years, the world and domestic situation has undergone many rapid, complex, and unpredictable changes, geopolitical tensions, and trade disputes have increased instability, deeply affecting cross-border investment and banking activities. Along with that, the explosion of online and mobile banking services and the rise of fintech have created fierce competition.

"But under the comprehensive leadership of the Party, Vietcombank's Party Committee has synchronously and comprehensively completed the goals and targets for implementing political tasks and Party building work of the term," the Deputy Prime Minister affirmed.
Notably, Vietcombank has the highest indicators in the banking system. These are: Charter capital of over VND 83.5 trillion; equity of over VND 211 trillion, 2.3 times higher than in 2020; bad debt coverage ratio of 213%.
Total assets reached about 2.2 million billion VND, outstanding credit reached nearly 1.6 million billion VND, capital safety ratio is currently at 11.8%, much higher than the minimum level as prescribed. Contributing to the State budget approximately 62.1 thousand billion VND, Vietcombank is the bank with the largest brand value in Vietnam, ranked 4th out of 100 brands nationwide, ranked 133rd globally.
Along with the Party building work, achieving and exceeding 4/4 targets set for the term, Vietcombank always fulfills its social responsibility to the community with many social security activities nationwide.

On behalf of the Government Party Committee, the Deputy Prime Minister congratulated, commended and acknowledged the achievements that the Vietcombank Party Committee and the entire Vietcombank system have achieved in the past term.
In addition to the achievements, the Deputy Prime Minister also pointed out the remaining problems and limitations such as: Risks in credit activities are still latent in some units; although the income structure has improved, it is still not really sustainable and commensurate with the potential and position of a leading bank; the speed of digital transformation and technology application has not really created a breakthrough and maintained a competitive advantage in the face of the strong rise of dynamic private joint stock commercial banks and fintech companies.

Entering a new stage of development, the Vietnamese banking industry is undergoing an important transition period, playing a core role in providing capital, supporting businesses and promoting economic growth towards the goal of becoming a modern, efficient and internationally competitive system by 2030.
However, the banking industry is also facing many challenges such as high bad debt ratio, low safety capital and limited ability to apply technology.

In the new context, the Deputy Prime Minister said it is necessary to assess and forecast new challenges and opportunities and identify requirements in the face of complex and unpredictable developments in the world. In particular, in the context of rapidly changing science and technology, innovation and digital transformation, the global, regional and domestic banking industry is reshaping and requires increasing flexibility and adaptability.
For the 2025 - 2030 term, the Deputy Prime Minister requested the Vietcombank Party Committee to focus on leading and directing the good implementation of a number of key contents.
Firstly, focus on doing well the Party building work, improving the leadership capacity and fighting strength of the entire Vietcombank Party Committee. Continuously take care of building a clean and strong Party organization in terms of ideology, politics, organization, inspection and mass mobilization, considering this a key task, ensuring the victory of the renovation cause.
Second, continue to maintain the role of "leading crane" leading and pioneering in realizing national development goals. Vietcombank does not only operate for profit, but also carries a national mission. Vietcombank's development strategy must be built closely following and effectively serving the implementation of the goals set by the Party Congress and the 10-year Socio-Economic Development Strategy 2021-2030.
Along with that is the proactive, flexible, focused and key management of credit policies, directing capital flows into production and business sectors, priority sectors, new growth drivers such as green economy, digital economy, circular economy, innovation projects, and digital transformation.
"It is necessary to pay attention to the 11 strategic industries that the Prime Minister has just signed and issued," the Deputy Prime Minister emphasized and suggested that Vietcombank make the most of its brand, network and international reputation to attract capital from global financial institutions.
Third, take the lead in creating a comprehensive financial ecosystem, becoming a prestigious financial brand with influence in the region and the world, contributing to enhancing the country's position - with three pillars: (1) Improving financial stability and enhancing competitiveness, deeply integrating internationally; (2) Creating a breakthrough in digital transformation, this is no longer an option, but a vital requirement, towards the goal of "expanding connectivity and developing the digital ecosystem"; (3) Expanding inclusive finance, green transformation and sustainable development.
"The requirement for innovation, creativity, being proactive, and taking the lead must always go hand in hand with ensuring absolute security and safety with the motto of bold innovation, but absolute security," the Deputy Prime Minister especially noted.
Wednesday, Each delegate needs to promote democracy and intelligence to discuss and analyze to deepen the contents of the draft documents in order to decide on important issues of the Party, the country and the Party Committee of the Government. The Congress needs to uphold the spirit of responsibility, democracy, impartiality, objectivity and wisdom.

Immediately after the Congress, the Party Committee needs to urgently organize the dissemination and concretization of the Resolution into an Action Program for implementation; at the same time, assign and assign specific responsibilities to each individual and unit; promptly commend, encourage and replicate good models and good practices, promote advantages, overcome difficulties, and successfully complete the set targets and tasks.
Inheriting and promoting the tradition of good values in 62 years of building and maturing together with new strategic thinking and vision, with the desire to contribute, the Deputy Prime Minister believes that the Vietcombank Party Committee will successfully implement the Resolution of the 5th Vietcombank Party Congress, making an important contribution to the development and double-digit growth of the whole country in the coming period.
