After many years of implementation, the 991B Road project - the traffic route connecting Cai Mep - Thi Vai port cluster with National Highway 51, industrial parks and key logistics centers is entering the final stage, striving to complete the entire project in 2025.
According to VTC News, in early August, the atmosphere at Rach Ong Bridge - one of the important items of the project - was quite lively. Despite the erratic weather, the construction unit still worked overtime to ensure progress.
In fact, although the 991B road project has been started for many years, it has not been completed yet due to a series of difficulties in the implementation process. One of the major obstacles is the shortage of construction materials, especially sand and stone, which has caused the progress of many items to be delayed.
In addition, the route passes through complex terrain, weak soil and is often affected by harsh weather. Especially during the prolonged rainy season, construction encountered many difficulties, especially in items such as roadbed, bridge foundation and road surface - parts that require dry and stable conditions to ensure technical quality as well as project progress.
The 991B Road Project was approved by the Prime Minister in August 2016, with a total investment of nearly VND4,000 billion, of which the construction cost is VND2,459 billion. The route is 9.73km long, starting at National Highway 51 and ending at the downstream of Cai Mep Port.
According to observations, there are many large-scale bridge projects along the route such as: National Highway 51 overpass, over 664m long; Mo Nhat bridge, 766.5m long with main span structure 80 + 3x120 + 80; Rach Tre bridge, nearly 84m long; Rach Ong bridge, over 393m long, along with two key intersections connecting with National Highway 51 and Road 965.
The project consists of two main packages. Package 36 (from the inter-port road to Mo Nhat bridge) has now reached more than 92% of the construction volume, and package 37 (from the beginning of the route to Mo Nhat bridge) has reached more than 67%. The total value of implementation up to now is 1,952 billion VND, equivalent to 84.04% of the plan.
Regarding site clearance, the entire project needs to reclaim 35.77 hectares, with 216 households and organizations affected. Previously, Phu My City People's Committee completed compensation payments with a total cost of 117.5 billion VND. In 2024, the project was allocated 200 billion VND of central budget capital and has disbursed 96.21%. In 2025 alone, the capital plan is 651 billion VND, and so far, about 6.72% has been disbursed.
The 991B Road Project plays a particularly important role in the development strategy of the Cai Mep - Thi Vai deep-water port cluster and the national logistics system. When completed, the route will help reduce the load on National Highway 51, shortening the time it takes to transport goods from the port to inter-regional expressways such as the Bien Hoa - Vung Tau Expressway and the DT994 coastal road.
In addition, the route also contributes to completing the connection network between the seaport system with industrial parks and logistics centers in the region, creating a driving force to promote the socio-economic development of Ba Ria - Vung Tau province (old) and Ho Chi Minh City. This is considered a key infrastructure project, a breakthrough in the development of transportation in the Southeast region.
