Accordingly, the People's Committee of Lao Cai province assigned the Department of Health to preside over and coordinate with relevant agencies and People's Committees of communes and wards to strengthen the management of traditional medicine and pharmacy practice in the area.
Relevant agencies must regularly review and conduct surprise inspections of organizations and individuals practicing traditional medicine and pharmacy, especially in cases of: false advertising; self-proclaimed “miracle doctors” or “healers” but with unclear professional qualifications and no practice certificate; medical examination and treatment facilities operating without a license; facilities with licenses but lacking legal professional managers or not qualified to practice.
Resolutely handle violations of the Law on Medical Examination and Treatment No. 15/2023/QH15 and current regulations, and at the same time publicize information about violations on mass media so that people know and avoid them.
Promote the dissemination and popularization of the Law on Medical Examination and Treatment and related regulations to raise awareness of organizations, individuals practicing medicine and pharmacy and people about their rights, obligations and responsibilities in medical examination and treatment activities.
The provincial police closely coordinate with the Department of Health and the People's Committees of communes and wards to proactively inspect, detect, prevent and strictly handle medical facilities operating without a license, not ensuring practice conditions, violating advertising and legal regulations in medical examination and treatment activities.
The Department of Culture, Sports and Tourism directs press agencies, media and grassroots information systems to coordinate with the health sector to promote propaganda, raise people's awareness of rights, responsibilities and access to safe and legal medical examination and treatment services, and at the same time advise people not to seek medical examination and treatment at facilities that have not been granted operating licenses or by individuals who are not qualified to practice.
The People's Committees of communes and wards are responsible for promptly grasping information about individuals and organizations practicing traditional medicine and pharmacy that violate regulations: not having a practice certificate; not being granted a license to operate; examining and treating patients beyond the scope of permitted expertise.
Localities must also organize inspections and strictly handle organizations, individuals, and medical and pharmaceutical establishments that violate legal provisions and professional regulations on medical examination and treatment activities.
The Provincial Association of Traditional Medicine closely coordinates with the health sector to manage members practicing traditional medicine and pharmacy in the area, strengthens professional ethics education , and raises awareness of compliance with laws on medical examination and treatment.
